公务员是公共政策的制定者、执行者、推动者。尤其是处于政策执行“最后一公里”的基层公务员,“单轨制”的晋升机制、“金字塔式”的晋升瓶颈、“上面千根线,下面一根针”的工作压力,严重影响公务员的职业规划和工作激情。 针对公务员队伍管理中的困难和问题,中共中央决定于2015年1月在县以下机关,开展公务员职务与职级并行制度试点工作。2019年3月,中共中央办公厅印发了文件,自2019年6月1日起执行,全面推行公务员职务与职级并行政策。 中山市NL镇作为县以下机关,属于2015年职务与职级并行试点政策执行范围,2019年6月正式全面推行职务与职级并行政策。从实际效果来看,近年来中山市NL镇执行这一政策以来取得不错的阶段性成效,大约80%的公务员都获得了职级的套改和晋升,有效地拓展了NL镇公务员的职业空间,提高了薪酬待遇,一定程度上发挥了激励作用,但在推动落实的过程中也存在着一些问题。本文通过参考和借鉴国内外学者的文献研究,在NL镇公务员队伍中进行问卷调查,了解NL镇公务员队伍中对于职务与职级并行政策执行的看法和建议,从史密斯政策执行过程模型的目标群体、执行机构、政策执行环境、政策制定等方面因素,分析政策执行过程中存在的问题及原因,并据此提出加强NL镇公务员队伍建设、建立健全NL镇政策执行配套机制、营造良好政策执行环境、优化政策方案等四个方面的建议。 |

Civil servants are the makers, executors and promoters of public policies. In particular, the grass-roots civil servants who are in the last mile of policy implementation, the promotion mechanism of "single track system", the bottleneck of "pyramid" promotion, and the work pressure of "one thousand lines above and one needle below" have seriously affected the career planning and work passion of civil servants. In view of the difficulties and problems in the management of civil servants, the Central Committee of the Communist Party of China decided to carry out the pilot work of the parallel system of civil servants' positions and ranks in the organs below the county level in January 2015. In March 2019, the General Office of the Central Committee of the Communist Party of China issued a document, which will be implemented from June 1, 2019, to fully implement the policy of parallel positions and ranks of civil servants. NL Town, Zhongshan City, as an organ below the county level, belongs to the implementation scope of the pilot policy of parallel positions and ranks in 2015, and officially implemented the policy of parallel positions and ranks in June 2019. From the actual effect, in recent years, NL Town, Zhongshan City has achieved good phased results since the implementation of this policy. About 80% of civil servants have obtained the rank change and promotion, which effectively expanded the career space of civil servants in NL Town, improved their salary and paid benefits, and played an incentive role to a certain extent. However, there are still some problems in the process of promoting the implementation. In this paper, by referring to the literature research of scholars at home and abroad, a questionnaire survey was conducted among civil servants in NL town to find out their views and suggestions on the parallel policy implementation of posts and ranks. From the aspects of target groups, executing agencies, policy implementation environment and policy formulation of Smith's policy implementation process model, the existing problems and reasons in the process of policy implementation were analyzed. Based on this, it puts forward four suggestions on strengthening the construction of NL town’s civil servants, establishing and improving the supporting mechanism of NL town’s policy implementation, creating a good policy implementation environment, and optimizing policy plans. |
