21世纪技能（21st century skills）是进入21世纪后，由美国首先提出的概念。随着时代的发展，社会对人才的要求越来越高，特别是对一些基本技能的要求。要在这个社会的生存，就要需要掌握21世纪公民所必须的技能，简称21世纪技能。目前，美国、英国及新加坡等国家都对21世纪技能提出高度重视。本文根据国外已有21世纪技能框架及其相关框架，经频次统计并整合分析，建构新的21世纪技能框架。对中小学教育研究中对各技能要素的体现情况进行调查，分析技能要素在各学科部分教育类杂志中的体现情况，结果表明研究中对创造与革新能力的重视度最高，而领导力的重视度最低。并结合化学学科，对化学课程标准及人教版必修1、必修2进行了现状分析，结果表明不管是课程标准还是教科书都已经对于大部分技能有所体现，其中执行能力的体现最多，但是也有被忽视的技能要素项，例如领导力、自我管理能力。针对课堂教学，提出了有利于培养21世纪技能的教学模式。在本文最后一部分结合具体情况给出了合理化建议。

21st century skills are first proposed by the United States after entering the 21st century. With the development of The Times, social demand for talents is higher than before, especially for some basic skills requirements. To survive in this society, we should need to master the skills necessary to citizens in the 21st century, referred to as the 21st century skills. At present, the United States, Britain, Singapore and other countries put forward attention to the 21st century skills. Constructing a new framework of the 21st century skills based on the existing foreign framework and its related. Analytical the reflect situation of all the skills in every subject of education research, and the results show that the creation and innovation ability is highest valued, the leadership attaches great importance to he lowest degree. Combined with chemical discipline, analysis of the chemistry curriculum standard and PEP compulsory 1 and 2, the results show that most of the skills are reflected, and the ability to execute is the most, while leadership, self management ability are ignored. In view of the classroom teaching, to cultivate the 21st century skills of teaching mode is put forward. In the last part of the combined with the specific situation, the paper puts forward reasonable Suggestions.
