中国光伏产业进入新世纪以来发展迅速，目前已成为全球最大的光伏产品制造国和出口国。自2011年，中国光伏产业受到美国大规模的反补贴和反倾销调查（“双反”调查），中美光伏产业贸易摩擦日益严重。本文列出美国“双反”政策的案例发展时间线，通过分析2001-2014年中国和美国光伏产品进出口贸易额及其所占百分比的变化趋势，尤其是2011年美国对中国光伏产品进行“双反”调查后中美进出口贸易额的变化，简要分析美国实施“双反”措施的经济学成因，重点探讨中美光伏贸易的现状和“双反”措施对中美光伏贸易的影响。从“双反”调查产生的中美贸易影响和现状等出发，提出应中国光伏产业应对美国贸易保护摩擦和“双反”政策的建议，积极协调中美贸易关系，规范相关贸易政策，大力扩张光伏产品在国内的需求和应用，自主创新完善产业价值链结构，同时开拓其他海外市场。

With the rapid development of China photovoltaic industry, China has been the largest photovoltaic products manufacturing and exporting country of the world. Since 2011, the United States did a large scale Countervailing and anti-dumping investigation (The double-anti-dumping measures) aboout China photovoltaic industry, thus expanding the trade friction of China and USA PV industry. The article lists the cases of America double-anti-dumping measures, and analysises the import and export trade value and percentage between China and USA photovoltaic products from 2001 to 2014. Then the article discusses the reason of the double-anti-dumping measures, and introduces the current situation of trade between China and USA photovoltaic products. Since the double-anti-dumping measures have bad influence on China photovoltaic export trade, China PV inductry may reform, innovation, expend domestic demand to improve their industry value chain structure and open more overseas market.
