担当作为是领导干部必不可少的素质。随着社会不断发展,国内治理形势日趋复杂,人民对美好生活的需要也不断提高,建设一支勇于担当、善于作为的干部队伍迫在眉睫。基层公务员作为党和国家各项决策落实的执行者,是公务员队伍中最庞大、最中坚的力量,激发基层公务员担当作为可以有效提升公共服务能力,促进政府社会管理能力的提高,为全面建设社会主义现代化国家提供坚实的组织保障。

本研究基于AMO(Ability-Motivation-Opportunity)理论视角,探索影响基层公务员担当作为的因素,进一步丰富基层公务员担当作为的研究视角和前因变量研究。通过回顾现有研究,确立了以自我效能感(A)、公共服务动机(M)、授权型领导(O)为自变量,担当作为为因变量的基础模型。同时,引入未来工作自我清晰度作为调节变量,假设其对基础模型中的三条路径均有调节作用。为了验证理论模型,本研究分两个时点对珠海市基层公务员进行了问卷调查。随后,利用SPSS26.0、AMOS24.0等统计分析软件对收集到的292份有效样本进行数据分析,得出以下结论:(1)自我效能感、公共服务动机、授权型领导对于基层公务员担当作为均具有显著正向影响;(2)未来工作自我清晰度在自我效能感、公共服务动机、授权型领导对担当作为影响的三条路径中均起到正向调节作用。(3)研究还发现未来工作自我清晰度对担当作为也存在显著正向影响。

根据研究结论与我国基层公务员队伍管理实际,本研究针对性的提出以下几点建议:一是要强化正向引导,激发基层公务员潜力;二是培育公共服务精神,树立基层公务员良好形象;三是领导授权有“度”,做好过程监督;四是帮助基层公务员清晰工作自我,制定职业规划。

外文摘要:

Taking responsibility and acting is an essential quality for leading cadres. With the continuous development of society, the domestic governance situation is becoming increasingly complex, and the people's demand for a better life is also increasing, the construction of the cadres who have the courage to play a role and are good at acting is imminent. Grass-roots Civil servants, as the implementers of the Party and the State's decisions, are the largest and most central force in the civil service. Stimulating Grass-roots Civil servants to play their roles can effectively enhance public service capacity, promote the improvement of the government's social management capacity, and provide a solid organizational guarantee for the comprehensive construction of a modern socialist country.

Based on the AMO (Ability-Motivation-Opportunity) theoretical perspective, this study explores the factors that affect the performance of grassroots civil servants, further enriching the research perspective and antecedent variables of grassroots civil servants' performance. By reviewing existing studies, a basic model was established with Self-Efficacy (A), Public Service Motivation (M), and Empowered Leadership (O) as independent variables, and Take-charge as the dependent variable. At the same time, Future Work Self Salience was introduced as a moderating variable, which was hypothesized to have a moderating effect on all three paths in the base model. In order to validate the theoretical model, this study conducted a questionnaire survey on Grass-roots Civil servants in Zhuhai at two time points. Subsequently, statistical analysis software such as SPSS26.0 and AMOS24.0 were used to analyze the data from the 292 valid samples collected, and the following conclusions were drawn:(1) Self-Efficacy, Public Service Motivation, and Empowering Leadership all have a significant positive effect on Grass-roots Civil Servants' Take-charge behaviors; (2) Future Work Self Salience plays a positive moderating role in all three paths of Self-Efficacy, Public Service Motivation, and Empowering Leadership's effect on Take-charge behavior. (3) The study also found that Future Work Self Salience has a significant positive effect on Grass-roots Civil Servants' Take-charge behaviors.

Based on the findings of the study and the actual management of the civil service at the grass-roots level in China, this study puts forward the following policy recommendations: (1) Strengthen the positive guidance to stimulate the potential of grassroots civil servants; (2) Cultivate the spirit of public service and establish a good image; (3) Leaders appropriately authorize subordinates and do a good job of process supervision; (4) Help grassroots civil servants to clarify their work and make career plans.
