党的十八大以来,我国政府高度重视数字经济的建设,将其上升为国家战略。随着当前经济社会发展的快速变革,发展数字经济已经成为时代的必然要求,是面临新一轮科技革命和产业变革的战略性选择,正在对全球经济运行、社会生活和国家治理模式产生深刻影响。“十三五”时期我国数字经济取得了显著成果, “十四五”时期我国对发展数字经济提出了新的要求。在国家数字经济的倡导下,X自治区数字经济规模逐年上升,地矿行业作为X自治区能源产业之一,肩负服务X自治区矿产资源勘查、支撑能源资源安全的重要使命,推动自身数字化转型升级已是必然选择,数据治理成为推动变革的重要手段,如何将海量丰富的地质数据充分整合利用和开发,赋能地质行业高质量发展成为一项现实而紧迫的课题。 本研究以X自治区地矿局为研究对象,系统调研了数据治理文献研究的现状,结合数据治理、数字经济、地质行业、地质数据相关概念,以及数据生命周期理论、整体性治理理论、TOE理论框架,采取案例研究法、问卷调查法和访谈法,从现有文献中提取归纳指导X自治区地矿局开展数据治理的要素指标,以此为依据进行了问卷调查设计和访谈设计,并从职工感知、组织维度、技术维度、环境维度以及总体评价5个角度分析了数据,结合分析结果并基于数据生命周期理论找出X自治区地矿局数据治理存在的问题,从技术、组织、环境三个维度分析问题背后的成因,并提出改进优化的对策建议。 研究表明,首先,从数据治理的开展现状来看,X自治区地矿局数据治理已在战略目标的提出、地质资料数字化、数据共享平台建设等方面进行了探索并形成了一定成果。其次,从调研发现的问题来看,数据生命周期的过程中存在采集完整性一致性差、更新处理不够及时、数据安全存在隐患、共享障碍壁垒较大、平台功能发挥不足五个方面的问题,问题的背后不仅与技术有关,组织、环境因素也在制约着作用的发挥。归因为:一是从组织维度看,数据治理主体功能缺位,包括数据治理规划不具体、数据治理制度不健全、组织体系建设不完善,从技术维度看,数据管理机制有待优化,包括数据标准制定不到位、数据平台建设外部驱动不够、数据安全管理还有欠缺,从环境维度看,治理生态供应匹配不足,包括数据思想观念转换乏力、配套保障资源尚显不足、协同治理环境还未形成。再次,在对策建议优化方面提出:一是优化组织设计体系,包括加强顶层设计、健全专门机构、完善制度规范、加强考核评估监督;二是优化技术管理体系,包括建立数据共享更新机制、促进数据平台优化升级、加强数据技术创新研发、提升数据安全防护能力;三是优化环境保障体系,包括自上而下建立数据思维、加大配套设施资金投入、推进地质数字人才建设、深化多元参与协同治理。本研究旨在进一步丰富地矿行业数据治理的实证研究,提出全面治理优化路径,为X自治区地矿局和其他地矿行业数据治理提供一定的借鉴和参考。 |

Since the 18th Party Congress, our Government has attached great importance to the construction of the digital economy, elevating it to a national strategy. With the current rapid changes in economic and social development, the development of the digital economy has become an inevitable requirement of the times, a strategic choice in the face of a new round of scientific and technological revolution and industrial change, and is having a profound impact on the global economic operation, social life and the mode of national governance. China's digital economy has achieved remarkable results during the "13th Five-Year Plan" period, and new requirements have been put forward for the development of digital economy during the "14th Five-Year Plan" period. Under the advocacy of the national digital economy, the scale of digital economy in X autonomous region has been increasing year by year, and the geology and mining industry, as one of the energy industries in X autonomous region, shoulders the important mission of serving the exploration of mineral resources in X autonomous region and supporting the security of energy resources, and it is an inevitable choice to promote the digital transformation and upgrading of itself, and the data governance has become an important means of promoting the change, and it is important to know how to fully integrate, utilize and develop the massive and abundant geological data, and how to empower the high-quality development of the geology industry. How to fully integrate, utilize and develop the huge amount of rich geological data to empower the high-quality development of the geological industry has become a realistic and urgent topic. This study takes X Autonomous Region Geology and Mining Bureau as the research object, systematically researches the current situation of data governance literature, combines the concepts related to digital economy, geology industry and geological data, as well as the data life cycle theory, the holistic governance theory and the TOE theoretical framework, adopts case study, questionnaire survey and interview methods, extracts and summarizes the elemental indexes guiding the X Autonomous Region Geology and Mining Bureau to carry out data governance from existing literature, and conducts a questionnaire survey based on these indexes. Based on this, we conducted questionnaire survey design and interview design, and analyzed the data from five perspectives: employee perception, organizational dimension, technical dimension, environmental dimension and overall evaluation. Combining the results of the analysis and based on the theory of data lifecycle, we identified the problems of data governance in X Autonomous Region Bureau of Geology and Mining, analyzed the causes of the problems from the three dimensions of technology, organization, and environment, and put forward countermeasures and suggestions to improve and optimize the situation. The study shows that, firstly, from the perspective of the current status of data governance, the X autonomous region Geology and Mining Bureau has explored data governance in the areas of strategic objectives, digitization of geological data, and construction of data sharing platform and formed certain results. Secondly, from the point of view of the problems found in the research, there are five problems in the process of data life cycle, namely, poor collection integrity and consistency, large sharing obstacles, insufficient storage and updating in a timely manner, insufficient performance of the platform's functions, and hidden dangers in the use of security, and behind the problems are not only related to the technology, but also the organizational and environmental factors are restricting the role of the role of the play. Attributable to: first, from the organizational dimension, the main function of data governance is absent, including the lack of specific governance planning, data governance system is not sound, organizational system construction is not perfect, from the technical dimension, the data management mechanism needs to be optimized, including the development of data standards are not in place, the data platform construction of the external drive is not enough, the data security management is still lacking, from the environmental dimension, the governance of the ecological supply of insufficient matching, including Data ideology conversion is weak, supporting security resources are still insufficient, and the collaborative governance environment has not yet been formed. Once again, in the optimization of countermeasure recommendations, it is proposed that: first, the organizational design system is optimized, including strengthening the top-level design, improving the specialized agencies, perfecting the institutional norms, and strengthening the assessment, evaluation and supervision; second, the technical management system is optimized, including the establishment of the data sharing and updating mechanism, promoting the optimization and upgrading of the data platform, strengthening the research and development of data innovation and reinforcing the data security prevention and control measures; and third, the environmental safeguard system is optimized, including the Establishing data thinking from top to bottom, increasing financial investment in supporting facilities, promoting the construction of geo-digital talents, and deepening collaborative governance with diversified participation. This study aims to further enrich the empirical research on data governance in the geomining industry, put forward a comprehensive governance optimization path, and provide some reference for the X Autonomous Region Bureau of Geology and Mining and other data governance in the geomining industry. |
