本文利用03-05年南涧县义务教育投入和05年南涧县国民经济发展的部分资料和统计数据，对南涧县的义务教育经费投入现状进行分析。南涧彝族自治县是国家级贫困县，义务教育发展的基础条件较差。财政投入是南涧县义务教育经费投入的最主要来源，教育经费总支出中预算内教育拨款所占比例达到90％以上水平。除财政投入外，上级下拨的各种教育专款是南涧县义务教育投入的最主要来源，捐、集资收入等其他来源在义务教育经费投入中所占比例较小。从2005年开始，南涧县逐步免除了农村义务教育阶段的学杂费，中央的政策在南涧县得到落实。受中央农村税费改革政策的影响，从2003年开始，南涧县已经停止征收农村教育费附加。统计数据表明，03-05年南涧县义务教育公用经费呈现严重短缺现状，但2006年情况有所好转。
