随着我国家庭结构的变化和减负政策的实施，学生放学后的无人照管问 题逐渐凸显。为促进学生健康成长、帮助家长解决按时接送学生困难，北京 市教委于 2018 年 9 月 18 日发布《北京市教育委员会关于加强中小学生课后 服务的指导意见（试行）》，规定北京市中小学延长课后服务。本研究采用 个案研究的方法调查北京市小学课后延时服务政策实施现状，并从学生、家 长、教师、学校领导等多个利益相关者的角度分析课后延时服务实施情况。 调查结果显示目前北京市小学课后延时服务存在政策定位不清，不同群体存 在认识差异；经费投入不足，延时服务工作开展受限；离校时间固定，延时 服务内容形式单一；师资力量单一，缺乏充足服务供给来源等问题。要进一 步提升课后服务能力，应促进各方群体形成共识、加大资金投入力度、创新 延时服务工作机制、整合课后服务资源。

With the change of family structure and the implementation of Burden-lingtening Policy in Elementary Education, it raises concerns about those after school unattended students. To help parents solve the difficulties of returning students home on time, the Beijing Municipal Education Committee issued “the Guidance Opinions of the Beijing Municipal Education Committee on Strengthening the After-school Service for Primary and Secondary School Students (Trial Implementation) ” , which stipulates the after-school care service should be extended. This study aims to investigate the current implementation of the delayed care service policy in primary schools in Beijing by a case study, and analyse the opinion of stakeholders. Results show that there are some problems in the delayed care service of primary schools in Beijing, such as insufficient funding,single content of delayed service, lack of adequate supply of services.To further enhance the quality of after-class service, we should increase the funds investment , innovate the working mechanism and integrate the resources of after-class service.
