社区作为宏观社会的缩影，记录着时代变迁与社会发展。我国已迈入新时代征程，在新科技、新发展和新需求的交织环境下，在国家治理体系与治理能力现代化的战略要求下，社区治理逐步向着智慧与协同的现代化转型。市场经济的开放包容与社会功能的自主分化给予了社区多元主体参与治理的动力，打造社会共建共治共享治理格局的要求明确了社区多主体互动协同的结构，信息化技术浪潮与智慧城市建设需要社区治理智能化工具应用的回应。因此，探索智慧社区多元主体协同治理路径具有一定时代意义和研究价值。 基于多中心治理理论和协同治理理论所提供的分析视角，从社区治理的主体服务功能、多元主体结构状态和智慧技术工具应用三个维度出发，以社区治理工作实践中存在的功能发挥、结构耦合和工具应用问题为核心研究内容，设计出本研究关于社区治理的分析框架，为社区多主体治理问题梳理和社区协同治理路径探索的研究理清思路。简言之，以协同治理为思路指导，以现代化信息技术为工具支撑，以社区居民满意为行动导向，基于“功能-结构-工具”三维分析框架，探究具有多元性、协同性和智能化特征的社区治理应然路径。 本文以协同治理为核心思想，基于国内外社区治理经验研究与深圳市社区治理实践案例梳理，以“功能-结构-工具”为分析主线展开社区多元协同治理的论述。首先，对国内外关于社区治理与协同治理的相关文献研究资料进行了系统梳理与概述。其次，从独特性角度阐述深圳市社区多元治理的现状，理性看待人口、技术与政策的优势资源，肯定深圳市社区治理实践在主体功能定位、资源协同与技术推进等方面的创新经验，结合深圳市社区治理问题难点，从宏观层面归纳分析出多元主体服务供需功能的发挥不到位、多元主体协同治理结构的松散化倾向和多元主体协同治理工具的实效性缺乏等问题。最后，以深圳市社区治理案例的实践经验为切入点，从“功能-结构-工具”三维度上提出社区多元主体协同治理的优化路径。在功能维度，基于以人为本的核心价值观，多元主体功能协同以明确定位服务；在结构维度，基于共建共治共享格局，多元主体结构协同以优化动静支撑；在工具维度，基于信息网络技术平台，多元主体工具协同以提升效率与效果。期望为我国城市社区多元主体协同治理实践和理论研究提供借鉴与参考.

In the intertwined environment of newly science and technology, new development and new demand, under the strategic requirement of the modernization of national governance system and governance ability, community governance has gradually transformed into the modernization of wisdom and synergy. The development of market economy, inclusion and the independent differentiation of social function give the motivation of community multiple subjects to participate in governance. The requirement of building social co-governance and sharing governance pattern clearly defines the structure of community multi-subject Interaction Synergy. The wave of informationization technology and the construction of Intelligent City need the response of the application of smart tool of community governance. Therefore, it is of certain epoch significance and research value to explore the cooperative governance path of multiple subjects in intelligent community. Based on the analysis angle provided by the theory of multi-center governance and the Theory of collaborative governance, starting from the application of the main service function of community governance, the state of multi-subject structure and the use of three dimensions of intelligent technology tools, this paper takes the function, structure coupling and tool application in the practice of community governance as the core research content. This paper designs the analysis framework of Community governance, and summarizes the ideas for the study of community multi-subject governance and the exploration of Community collaborative governance path. In short, guided by the idea of collaborative governance, supported by modern information technology and guided by the satisfaction of community residents, based on the three-dimensional analysis framework of "function-structure-tools", this paper explores the path of community governance with multiple, synergistic and intelligent characteristics. Based on the idea of collaborative governance and the practice of community governance in Shenzhen, this paper takes "function-structure-tool" as the main line to analyze the multi-collaborative governance of community. Firstly, the relevant literature research data on community governance and collaborative governance at home and abroad are systematically combed and summarized. Secondly, from the perspective of uniqueness, this paper expounds the present situation of multiple governance in Shenzhen community, rationally regards the superior resources of population, technology and policy, and affirms the innovative experience of Shenzhen Community governance practice in the aspects of subject function orientation, resource synergy and technology promotion, combined with the difficulties of Shenzhen community governance problems. From the macroscopic level, this paper analyzes the problem that the function of supply and demand of multi-subject service is not in place, the loosening tendency of multi-subject cooperative governance structure and the lack of effectiveness of multi-subject collaborative management tools are not put into play. Finally, taking the practical experience of Shenzhen Community governance case as the starting point, this paper puts forward the optimization path of Community multi-subject collaborative governance from the three-dimensional degree of "function-structure-tool". In the functional dimension, based on the core values of people-oriented, the multi-subject function works together to clarify the location service. In the structure dimension, based on the co-construction of co-governance sharing pattern, the multi-subject structure works together to optimize the static and dynamic support. In the tool dimension, based on the information Network technology platform, multi-subject tools work together to improve efficiency and effectiveness. It is expected to provide reference and reference for the practice and theoretical research of multi-subject cooperative governance in urban communities in China.
