高校思想政治教育制度建设是审视高校思想政治教育发展的重要窗口。改革开放以来,高校思想政治教育的重要性不断提高。2016年,党中央、国务院将加强和改进高校思想政治工作列为“重大政治任务和战略工程”。这既需要高校思想政治教育制度建设予以保证,也需要通过一系列具体制度落细落实。当前,我国发展正处在民族复兴和世界百年变局的时代背景下,各种社会思潮交锋频繁,澄清思想、阐释疑惑、凝聚共识的任务更加紧迫,高校思想政治教育既面临严峻挑战,也面临发展的重大机遇,亟需提高质量,做好顶层设计,加强制度建设。以制度建设回应挑战、抓住机遇,既需要关照高校思想政治教育制度建设所面对的宏观背景,也需要关注制度建设的历史逻辑和价值遵循。 改革开放以来,高校思想政治教育快速发展,既有挫折坎坷,也有很多成功的经验。高校思想政治教育制度建设就是把思想政治教育的成功经验以及党和国家的要求,通过政策、法律、章程、意见、条例、决定等制度形式予以固定或表达,使其成为高校思想政治教育者和教育对象共同遵守的行为准则,以实现高校思想政治教育实践的制度化、程序化和规范化。随着改革开放的深入发展,高校思想政治教育的系统性和复杂性越来越高,制度建设既是加强和改进高校思想政治教育的需要,也是汇聚育人合力,形成“三全育人”格局的需要,开展高校思想政治教育制度建设研究具有重要的理论意义和现实意义。 高校思想政治教育制度涉及的范围广泛、形态多样,是一个复杂的制度体系,对其进行分析需要构建一个合理的分析框架。本文的第一章是高校思想政治教育制度建设的基础理论研究,在厘清其核心概念和具体形态的基础上,构建高校思想政治教育制度建设的分析框架。在这个分析框架内,领导体制是高校思想政治教育制度建设的核心,人才队伍制度是高校思想政治教育制度建设的关键、思政课制度是高校思想政治教育制度建设的主要内容,日常思想政治教育制度是高校思想政治教育制度建设的主要构成。以上四类制度构成了分析高校思想政治教育制度建设的横坐标。 本文的第二章到第五章对高校思想政治教育制度建设的历史脉络进行梳理。 改革开放以来,高校思想政治教育制度建设经历了四个发展阶段。从改革开放初期的恢复调整到新时代的高质量发展阶段,相关部门通过制度建设加强和改进高校思想政治教育,使高校思想政治教育领导体制不断巩固和完善,人才队伍制度更加科学有效,思想政治理论课制度更加注重创新发展,日常思想政治教育制度更加注重形成育人合力。对改革开放以来高校思想政治教育制度建设历史脉络的梳理构成了本文研究的纵坐标。 第六章在前五章分析的基础上总结改革开放以来高校思想政治教育制度建设的历史经验。这些历史经验包括:坚持党的领导、以人才队伍建设为关键环节、推进党的创新理论“三进”、汇聚育人合力四个方面。以历史经验为借鉴,站在实现第二个百年目标的新起点上,要以科学精神指导高校思想政治教育制度建设、以创新思维推进高校思想政治教育制度建设、以立德树人统筹高校思想政治教育制度建设、以宽广视野拓展高校思想政治教育制度建设。 |

The construction of ideological and political education system in colleges and universities is an important window to examine the development of ideological and political education in colleges and universities. Since the reform and opening up, the importance of ideological and political education in colleges and universities has continued to increase. In 2016, the Party Central Committee and the State Council listed the strengthening and improvement of ideological and political work in colleges and universities as a "major political task and strategic project." This requires not only the guarantee of the construction of the ideological and political education system in colleges and universities, but also the detailed implementation through a series of specific systems. At present, my country’s development is under the background of national rejuvenation and the world’s century-long changes. Various social thoughts are frequently confronting each other. The tasks of clarifying ideas, explaining doubts, and building consensus are more urgent. Ideological and political education in colleges and universities is facing both severe challenges and development. The major opportunities in the country urgently need to improve quality, do a good job in top-level design, and strengthen system construction. Responding to challenges and seizing opportunities with system construction requires not only the macro background faced by the construction of the ideological and political education system in colleges and universities, but also the historical logic and value compliance of the system construction. Since the reform and opening up, the rapid development of ideological and political education in colleges and universities has not only setbacks and bumps, but also left many successful experiences. The construction of the ideological and political education system in colleges and universities is to fix or express the successful experience of ideological and political education and the requirements of the party and the country through policies, laws, regulations, opinions, regulations, decisions, etc., so that they can become ideological and political educators in colleges and universities. The code of conduct shared by the educational objects to achieve the institutionalization, proceduralization and standardization of the practice of ideological and political education in colleges and universities. With the in-depth development of reform and opening up, the system and complexity of ideological and political education in colleges and universities are getting higher and higher. System construction is not only the need to strengthen and improve the ideological and political education in colleges and universities, but also to gather and educate people to form a pattern of "three all-round education". It is of important theoretical and practical significance to carry out research on the construction of ideological and political education system in colleges and universities. The ideological and political education system of colleges and universities involves a wide range and diverse forms. It is a complex system system. To analyze it, a reasonable analysis framework needs to be constructed. The first chapter of this article is the basic theoretical research on the construction of the ideological and political education system in colleges and universities. On the basis of clarifying the core concepts and specific forms, the analysis framework of the construction of the ideological and political education system in colleges and universities is constructed. In this analytical framework, the leadership system is the core of the construction of the ideological and political education system in colleges and universities, the talent team system is the key to the construction of the ideological and political education system in colleges and universities, the ideological and political course system is the main content of the construction of the ideological and political education system in colleges and universities, and the daily ideological and political education System is the main component of the construction of ideological and political education system in colleges and universities. The above four types of systems constitute the abscissa for analyzing the construction of ideological and political education systems in colleges and universities. The second chapter to the fifth chapter of this article sort out the historical context of the construction of the ideological and political education system in colleges and universities. Since the reform and opening up, the construction of the ideological and political education system in colleges and universities has gone through four development stages. From the restoration and adjustment in the early stage of reform and opening up to the high-quality development stage of the new era, relevant departments have strengthened and improved ideological and political education in colleges and universities through system construction, so that the leadership system of ideological and political education in colleges and universities has been continuously consolidated and improved, and the talent team system is more scientific and effective. The theoretical lesson system pays more attention to innovation and development, and the daily ideological and political education system pays more attention to forming a joint force for educating people. The combing of the historical context of the construction of the ideological and political education system in colleges and universities since the reform and opening up constitutes the ordinate of this article. The sixth chapter summarizes the historical experience of the construction of the ideological and political education system in colleges and universities since the reform and opening up on the basis of the analysis of the first five chapters. These historical experiences include: upholding the party's leadership, taking the construction of the talent team as the key link, advancing the party's innovative theory of "three entries", gathering a joint force for educating people. Using historical experience as a reference, standing at a new starting point for achieving the second centenary goal, we must guide the construction of the ideological and political education system in colleges and universities with the spirit of science, promote the construction of the ideological and political education system in colleges and universities with innovative thinking, coordinate the ideology of colleges and universities with morality, and expand the construction of the ideological and political education system in colleges and universities with a broad vision. |
