垃圾分类是城市治理的重要部分，垃圾分类政策工具作为实现治理目标的有效途径，是公共政策分析中的重要手段。文章采用内容分析法，对2014—2019年上海市绿化和市容管理局颁布的垃圾分类政策所采用的政策工具进行计量分析。按照政策文本选择、制定分析框架、定义分析单元、频数统计分析等步骤依次进行，从基本政策工具和实施要素两个维度深入分析了上海市垃圾分类政策在政策工具选择、组织与建构中所存在的命令强制型工具过溢和模糊、经济激励型和社会参与型工具缺乏和各实施要素上政策工具差异等问题，并给出了垃圾分类政策工具体系可以优化完善的政策指引。

Garbage
classification is an important part of urban governance. As effective ways to
achieve goals, garbage classification policy tools are also important means in
public policy analysis. The article takes advantage of content analysis method analyze
the policy tools of garbage classification policy from 2014 to 2019 promulgated
by the Shanghai Landscaping & City Appearance Administrative Bureau. The
article follows the steps of selection of policy text, establishment of the
analysis framework, definition of analysis units, and frequency statistical
analysis. Then it analyzes the selection, organization, and construction of garbage
classification policy tools of Shanghai in-depth from the two dimensions of basic
policy tools and implementation factors, and discover the overflow and
ambiguity of mandatory tools, the lack of economic incentives and social
participation tools and the differences in policy tools on implementation
factors, and gives the policy guidelines for the optimization and improvement
of the system of garbage classification policy tools.
