信访制度是具有中国特色的社会问题解决途径，是中国共产党为了更好地解决人民的内部矛盾、维持社会稳定开创的新道路，通过信访工作能使人民的问题及时向上传达，以便领导者能够更快更好地帮助人民解决问题。随着近年来越来越快的经济发展速度，人民生活水平不断提高，同时伴随着不断增长的物质和精神需求，由此导致社会问题的增多，很多社会矛盾没有在初始阶段得到良好的处理，直接导致了矛盾的扩大化，从而引起群体性事件。在中国，基层矛盾没有得到良好的解决，人民往往想到的只有上访，从而信访问题日趋多样化、复杂化，而常年来京上访导致政府行政成本的大大增加，堆积的信访案件不断增加，很多事件无法及时了解和解决，反而使信访制度成为了解决问题的一道障碍。单纯的行政信访制度已经不能有效地解决信访人的问题。本文在深入了解信访制度的基础上，对广东省X市正在探索的信访社会工作服务做了详细的调研，笔者对信访局、信访社工、信访人（服务对象）、民政社会工作科的骨干人员进行的访谈了解，在本文中通过具体案例展现出信访社工进入信访领域的整个过程，结合所学专业理论和知识总结信访社会工作的工作模式，分析社会工作专业介入信访领域的必要性和可行性，同时提出社会工作专业在信访领域工作的局限性及未来可能的发展空间，展现社会工作在信访领域能够提供的专业服务，社会工作者在信访工作中的角色定位，通过对社会工作者在整个信访工作过程中的描述和分析，结合社会工作理论，展现信访社工调解的模式和效果，体现社会工作在信访领域的介入的可行性。全文分为六大部分：第一部分是绪论，说明了研究背景、研究意义、国内外研究现状、研究方法、相关概念梳理和相关理论梳理。第二部分是笔者调研的社会工作服务中心的组织结构。第三部分是调研中典型案例的描述。第四部分是案例的分析。第五部分是分析社会工作在信访领域的主要工作、工作模式、角色定位。第六部分是探讨社会工作在信访领域工作的局限以及未来的发展空间。

Grassroots contradiction in China, did not get a good solution, people tend to think the only petition, thereby the petition problem is becoming more diverse, complicated, and have come to Beijing to petition the government administrative costs greatly increase the accumulation petition cases increasing, many events not be able to understand and resolve, but the petition system to become an obstacle of problem-solving. Purely administrative petition system has not effectively solve the problem of the petitioner.In this paper, on the basis of in-depth understanding of the petition system, X City, Guangdong Province, is exploring the social work for letter-writers and visitors services do detailed research, the author of the Letters and Visits Bureau, the petition social workers the petitioner (target), the backbone of the Home social work staff interviews conducted to understand, through specific cases in this article show the whole process to enter the field of petition social workers, combined with the major theories and knowledge summary petition social work model to analyze the necessity and feasibility of the social work profession involved in the field of petition, put forward the work of the social work for letter-writers and visitors in the field of petition limitations and possible future development of space, to show social work can provide professional services in the field of petition, the role of social workers in the petition work, social workers throughout the petition work process description and analysis, combined with the theory of social work, to show the mode and effect of the social work for letter-writers and visitors mediation, reflecting the feasibility of the intervention of social work in the field of petition. The paper is divided into six parts: The first part is the introduction, describes the research background, research significance, research status, research methods, concepts combing and related theoretical inspection. The second part is the author of research social work services in the organizational structure of the center. The third part is a description of the research in the typical case.
