为优化人口结构,解决我国出生率持续下降的问题,中共中央政治局于 2021 年 5 月31 日召开会议指出:为进一步优化生育政策,实施一对夫妻可以生育三个子女政策(以下简称“三孩”生育政策)。扩充托育服务资源是落实“三孩”生育政策的重要抓手,而托育机构作为托育服务体系的重要组成部分,支持其发展是扩充托育服务资源的有效途径,因而,在新的时代背景和人口战略背景下,探究托育机构支持政策的现状、主要问题及其主要原因,并进一步提出完善托育机构支持政策的对策建议十分重要且紧迫。本研究以北京市为例,对“三孩”生育政策背景下托育机构的支持政策进行了深入研究。一是运用文本分析法对中央和北京市的相关政策文件进行查阅梳理;二是运用访谈法对北京市的政府行政管理人员、托育机构举办方、负责人、从业人员和专家学者 5 类人员进行深入访谈;三是运用问卷调查法,在北京市 6 个发展水平不同的行政区发放问卷,包括西城区、海淀区、朝阳区、丰台区、通州区和顺义区,问卷面向托育机构负责人、从业人员和家长三类人群。简而言之,本研究综合运用文本分析法、访谈法和问卷调查法,全面了解了北京市托育机构支持政策的现状与主要问题,探究并分析了问题的主要原因,最后提出了完善托育机构支持政策的对策建议。 首先,本研究对北京市托育机构支持政策的现状与主要问题进行分析。通过研究发现,在托育机构准入政策方面,当前托育机构的准入管理是由多部门以分类、分级的方式进行联合管理的。在托育机构准入条件中,硬性准入条件设置较为清晰明确,但条件设置过于理想,与实际情况差距大,软性准入条件有所欠缺,主要体现在人员资质和服务标准方面;在托育机构经费支持政策方面,托育机构的经费保障主体由市区两层级的多部门组成,但目前存在各部门间协同不畅的问题。经费支持条件的表述较为清晰,但是其设置不尽合理,未涉及限制性条件和质量性条件。在经费支持方式上,政府目前主要以非竞争性经费支持的方式为机构减轻运转压力,但是缺少竞争性经费支持,难以发挥激励作用。此外,在经费支持标准上,还存在总体经费支持标准较低和对普惠性托育机构经费支持标准不明确的问题;在托育机构人员支持政策方面,托育机构人员支持的保障主体由教育、人社等多部门组成,但目前各部门职责分工不明确的问题突出。政策规定强调扩大从业人员培训规模,但对培训的专业相关度的关注较少。同时,目前对从业人员待遇保障的水平较低,影响托育机构人员队伍的稳定性;在托育机构监管评估政策方面,当前对托育机构进行监管评估的主体由政府部门和社会各界组成,但政府各部门分工尚不明确,多主体协同监管评估机制尚不完善。在监管评估的内容上,政府对示范性托育机构进行监管评估的内容较为完善,满意度较高,但对非示范性托育机构进行监管评估的内容不全面,满意度较低。在监管评估方式上,政府当前采用分类监管、定期检查与日常抽查相结合的方式对托育机构进行监管,但是更为侧重对托育机构进行外部“倒逼”,较为忽视内部“赋能”。在监管评估结II果运用上,当前政府对托育机构监管评估结果的运用不够充分,此外,尚未建立以监管评估结果为基础,为机构提供发展性支持的动态干预制度。在托育机构退出政策方面,现有政策对托育机构退出管理方式的表述尚不明确,并且缺乏对机构退出善后事宜的充分考量,不利于人员和财产资源的妥善安置。在退出条件上,现有的强制退出条件侧重明确机构违法违规行为,但忽视服务质量等要素,自愿退出条件不明确,一定程度上增加了政府支持资源配置的风险。 其次,对北京市托育机构支持政策现存主要问题的主要原因从四个方面进行了分析。首先,在观念认识层面,当前政府对托育服务性质定位认识尚不清晰,托育机构支持政策制定的适切性与落实力度不足;其次,在法律法规层面,上位法律制度体系不健全,支持政策的制定与落实缺乏法律保障;再次,在管理体制层面,当前管理体制不顺畅,支持政策的健全和有效落实受到制约;最后,在经费投入机制层面,目前的经费投入机制不完善,政策落实缺乏充足、稳定的经费保障。最后,结合实证研究结果和已有研究,本研究尝试从基本原则、保障机制和改革举措三大方面提出“三孩”生育政策背景下完善托育机构支持政策的对策建议。在基本原则方面,首先,以普惠为导向,明确政府与市场之间的关系;其次,以人民为中心,引导规范化、多元化供给;最后,以安全健康为重心,坚持儿童优先原则。在保障机制方面,首先,加强顶层设计,完善配套政策;其次,理顺管理体制,明确不同管理层级和部门的职责分工;最后,建立合理的成本分担机制,拓宽经费来源渠道。在具体举措方面,第一,完善托育机构规范标准与监管机制,把关托育服务“有质量”;第二,打通多方力量参与建设托育机构渠道,助推托育服务“顾得广”和“多元化”;第三,完善经费支持结构与标准,实现托育服务“付得起”和“惠得广”;第四,完善从业人员待遇保障政策,保障从业人员“留得住”;第五,健全从业人员培养培训体系,推动人员队伍“配得齐”;第六,建立健全托育机构动态退出机制,保障资源投入“用得好”。 |

In order to optimize the demographic structure and solve the problem of the fertility rate continued to decline, the Political Bureau of the CPC Central Committee held a meeting on May 31, 2021, pointing out that in order to further optimize the fertility policy, a couple can have three children and supporting measures (hereinafter referred to as the three-child policy) have been implemented. Expanding childcare service resources is an important starting point for the implementation of the three-child policy, childcare institutions as a key part of the childcare service system, its development is worthy of attention, supporting the childcare institutions is an important way to expand childcare service resources, therefore, in the context of the new era and population strategy, it is very important and urgent to explore the current situation, problems and main reasons of childcare institutions' supporting policies, and further put forward policy suggestions for improving childcare institutions' supporting policies. This study takes Beijing as an example to conducts an in-depth study on the supporting policies of childcare institutions under the background of the three-child policy. The first is to use the literature method to consult and sort out the policy documents and research literature of the central and Beijing municipalities related to the supporting policies of childcare institutions under the background of the three-child policy; the second is to use the interview method to conduct in-depth interviews with governmental administrative personnel, organizers, responsible persons and practitioners of childcare institutions, as well as experts and scholars in Beijing; the third is to use the questionnaire survey method to distribute questionnaires in 6 administrative districts with different levels of development in Beijing, including Xicheng District, Haidian District, Chaoyang District, Fengtai District, In Tongzhou District and Shunyi District, the questionnaire is aimed at three categories of people: heads of childcare institutions, practitioners and parents. In short, this study comprehensively uses the literature method, interview method and questionnaire method to comprehensively understand the current situation and main problems of the supporting policies of childcare institutions in Beijing, explore and analyze the IVcauses of the problems, and finally put forward countermeasures and suggestions for improving the supporting policies of childcare institutions. Firstly, this study analyzes the current situation and main problems of the supporting policies of childcare institutions in Beijing. Through the study, it is found that in terms of the access policy of childcare institutions, the access links of childcare institutions are currently jointly managed by multiple departments in a classified and hierarchical manner. In the access conditions for childcare institutions, the hard access conditions are set clearly, but the conditions are too ideal, the gap with the actual situation is large, and the soft access conditions are lacking, which is mainly reflected in the qualifications of personnel and service standards; in terms of the funding supporting policies of childcare institutions, the main body of funding guarantee of childcare institutions is composed of multiple departments at two levels in the urban area, but there is currently a problem of poor coordination between various departments. The expression of the funding support conditions is relatively clear, but its setting is not entirely reasonable, and it does not involve restrictive conditions and quality conditions. In terms of funding support, the government currently mainly uses non-competitive financial support to reduce the operational pressure of institutions, but it is difficult to play an incentive role in the lack of competitive financial support. In addition, in terms of funding support standards, there are also problems such as low overall funding support standards and unclear funding support standards for inclusive childcare institutions; in terms of personnel supporting policies for childcare institutions, the main body of security supported by childcare institution personnel is composed of education, human resources and social security and other departments, but the current division of responsibilities of various departments is not clear. Although the government is actively expanding the training scale of practitioners, there is less professional-related training. At the same time, the current level of treatment protection for employees is low, which affects the stability of the staff team of childcare institutions; In terms of the supervision and evaluation policy of childcare institutions, the main body of supervision and evaluation of childcare institutions is composed of government departments and all sectors of society, but the division of labor between various government departments is not clear, and the multi-entity collaborative supervision and evaluation mechanism is not yet perfect. In terms of the content of the regulatory assessment, the content of the government's regulatory assessment of exemplary childcare institutions is relatively perfect and the satisfaction is high, but the content of the regulatory assessment of non-demonstration childcare institutions is not comprehensive and the satisfaction is low. In terms of regulatory assessment methods, the government currently adopts classified supervision, regular inspection and daily spot checks to supervise childcare institutions, but it Vpays more attention to external "pushback" of childcare institutions and ignores internal "empowerment". In the application of regulatory assessment results, the current government's use of the results of the regulatory assessment of childcare institutions is insufficient, and in addition, a dynamic intervention system based on the results of the regulatory assessment to provide developmental support for institutions has not yet been established. In terms of the exit policy of childcare institutions, the existing policy is not clear about the management method of the withdrawal of childcare institutions, and the lack of full consideration of the aftermath of the withdrawal of institutions is not conducive to the proper placement of personnel and property resources. In terms of withdrawal conditions, the existing mandatory withdrawal conditions focus on clarifying the illegal acts of institutions, but ignore elements such as service quality, and the conditions for voluntary withdrawal are not clear, which increases the risk of government support resource allocation to a certain extent. Secondly, the main reasons for the existing main problems in the support policy of childcare institutions in Beijing are analyzed from four aspects. First of all, in the aspect of conceptual understanding, the current government's understanding of the nature of childcare services is not clear, and the appropriateness and implementation of childcare institutions to support policy formulation are insufficient; secondly, in the aspect of laws and regulations, the upper-level legal system system is not perfect, and the formulation and implementation of supporting policies lack legal guarantees; third, in the aspect of the management system, the current management system is not smooth, and the sound and effective implementation of supporting policies is restricted; finally, in the aspect of funding input mechanisms, the current funding input mechanism is not perfect, and the policy implementation is insufficient and unstable. Finally, combined with the empirical research results and existing research, this study attempts to propose countermeasures to improve the support policy of childcare institutions in the context of the "three-child" birth policy from the three aspects of basic principles, safeguard mechanisms and reform measures. In terms of basic principles, firstly, we should take universal benefits as the guide and clarify the relationship between the government and the market; secondly, take the people as the center to guide standardized and diversified supply; and finally, focus on safety and health and adhere to the principle of giving priority to children. In terms of the guarantee mechanism, first of all, strengthen the top-level design and improve the supporting policies; secondly, rationalize the management system and clarify the division of responsibilities of different management levels and departments; finally, establish a reasonable cost-sharing mechanism. In terms of reform measures, firstly, improve the normative standards and supervision mechanisms of childcare institutions; secondly, broaden the channels for multi-party VIforces to participate in the construction of childcare institutions; thirdly, improve the structure and standards of funding support; fourthly, improve the treatment guarantee policy for employees; fifthly, improve the training system for practitioners; and sixthly, establish and improve the dynamic withdrawal mechanism of childcare institutions. |
