经过高层频繁商议的三年多时间，中越两国已于2017年正式签署备忘录以进一步落实“一带一路”倡议与“两廊一圈”战略对接的构想。迄今为止，随着越南政府对中国“一带一路”日益积极的态度，中越共建“一带一路”倡议进程已取得不少成果，但实质性的进展尚未明显。 由于政治体系的特殊性，越南政府对越南官方媒体的信息宣传工作管理较为严格。换言之，越南主流新闻媒体对某个问题的态度基本代表政府立场。本文希望通过越南主流媒体涉及“一带一路”的报道，从国际关系角度解读越南政府对于“一带一路”宣传情况是否存在信息选择情况？越南政府是否对中国提倡的“一带一路”倡议持有怀疑，认为该倡议的建设对其构成威胁？若有的话，这种不信任感在未来是否将对中越“一带一路”合作造成挑战？本文以越南两家最具代表性的官方媒体——越南通讯社和越南每日快讯中所涉及“一带一路”倡议的619篇报道（2013年9月至2018年12月）为切入点，使用定量和定性分析的研究方法，总结报道的数量变化、报道涉及的主体、报道涉及的领域、报道的信息来源以及倾向性等方面，了解越南政府通过主流媒体渠道如何宣传中越促进“一带一路”进展的信息，从而梳理越南政府对中国“一带一路”倡议的认知，并在此基础上论述该倡议背景下中越合作面临的挑战。 分析有关报道数量变化和涉及主体之后，可见越南主流媒体对于“一带一路”的报道数量逐步增多，以西方媒体作为主要信息来源，以客观态度为主要倾向性。报道的内容受到政府导向的较大影响，大多数报道均以经贸合作为优先关注的领域。由此，笔者认为来自越南对“一带一路”倡议的选择性参与、中国对越投资合作中的主要问题以及“自由开放印度洋太平洋”战略的挑战性等因素的干扰是中越两国在未来“一带一路”合作中需要面临的主要挑战。

In 2017, after 3 years of advancement, China and Vietnam had formally signed a Memorandum of Understanding (MOU) to further implement the concept of the Belt and Road initiative (BRI) and the “Two Corridors, One Belt” (TCOB) framework. Up until now, enhanced by the Vietnamese government's increasingly positive attitude toward China's BRI, the bilateral cooperation has been prosperous, but substantial progress has yet to be seen. The political characteristics of Vietnamese government contributed to the regulations under which the Vietnamese official media is operating. To some degrees, the Vietnamese press acts partially as a device for government dissemination, in other words, the content of the mainstream Vietnamese news media subtly reflexes the government's perspective. Thus, the author hopes to examine the existence of a selective information propaganda for the BRI under the concepts of international relations that was implied via the related articles in the mainstream media in Vietnam. The insight of this investigation raised the question of whether the Vietnamese government had doubts about China’s BRI and considered the BRI’s establishment as a threat? If the answer is “Yes”, will this sense of distrust pose a challenge to the China-Vietnam BRI cooperation in the future? The author used 619 reports (from September 2013 to December 2018) mentioning the BRI from the two most prominent mainstream medias of Vietnam, “Vietnam News Agency (TTXVN)” and “VnExpress”, and qualitative research methods related to their changes in the quantity, their subjects, the covered aspects, the sources of the information reported to analyze the methods that was employed by the Vietnamese government to present the development of the BRI through the mainstream media channels. The findings, thus, will shred some lights on the Vietnamese government’s perception of the BRI and the challenges that hampered China-Vietnam cooperation under the initiative. After analyzing the changes in the number of the articles and the subjects involved, this paper finds that the number of BRI related reports in the mainstream media in Vietnam has gradually increased, and their contents have the tendency to be objectively presented with Western media as the main source of information. Nevertheless, many of the reports are influenced by the government. Their favorable topics are on economic and trade cooperation. Hence, the author realized that Vietnam's selective engagement toward BRI, the current problems of China’s investment in Vietnam, and the challenge from “Free and Open Indo-Pacific Strategy” are the main challenges which have major impact on the cooperation of China and Vietnam under BRI.
