学校不仅是学习知识的地方，更是促进学生人格形成的场所。因此，在学校遭到欺凌行为，不仅会打击学生的自信心，更会造成学生之间的不信任，严重者甚至会导致学生自杀等悲剧。 为了根治和预防校园欺凌现象，韩国从1990年到2013年陆续提出各种政策，取得了一些成绩，同时也遗留了问题。本文梳理韩国防治校园欺凌的相关政策，试图回答以下几个问题。 韩国的校园欺凌现象的来龙去脉？防治校园欺凌政策的发展过程？防治校园欺凌政策在实施过程中，究竟有哪些主体参与？各方采取了哪些措施？出现了哪些效果或问题。 本文主要分为四章： 第一章是绪论。主要从问题的提出，概念的界定，文献综述，研究意义，研究方法来等方面进行论述。通过对目前韩国对于该领域研究成果的分析，找到本文的研究路径。 第二章是韩国校园欺凌的现状及种类。这一章主要用韩国校园欺凌的现状使研究它的特征和后果。 第三章是韩国防治校园欺凌现象的政策及发展。这一章主要梳理20世纪90年代以来的校园欺凌防治政策内容，包括2004年出台的《校园欺凌预防对策法律》和之后出台的《校园欺凌根治对策》以及《现场中心校园欺凌政策》等法律法规，分析哪些主体参与这些政策的实施，各方采取了哪些措施，出现了哪些效果或问题。 第四章是建议和总结，基于以上分析对目前韩国的校园欺凌防治政策提供完善建议。
