摘要:

困境儿童,一直是社会各界高度关心的特殊人群。随着社会不断发展,困境儿童经济条件逐步得到了提升。然而,受到家庭环境和成长背景的限制,仍有大量困境儿童面临着学习和生活上的挑战。提高对困境儿童的关注刻不容缓。

本文以J市L区“历伴童行 护童成长”暑期夏令营项目作为主要研究内容,基于CIPP评估模型,从项目实施和结果两个维度出发,构建了一个全方位的评估框架和指标体系,旨在进行深入的评估和研究。本项研究通过文献法、参与式观察、问卷调查和访谈法,收集关于夏令营活动执行过程的细节,以及这些活动如何影响参与儿童的行为和兴趣。根据评估指标体系对项目进行评估,笔者得到以下几点评估结论:第一,项目在执行过程中展现出的优势包括多样化的课程活动设计、服务团队明确的职责划分、出色的团队合作能力、团队成员的高度专业性、高效地利用各方资源以及及时满足服务受众的需求等方面。但在加强督导专业性建设、部分服务对象对项目内容不明确、人力资源管理制度有待完善等方面存在不足之处。第二,项目成效评估的优势有项目目标基本完成、服务对象在个人认知等方面明显改善、服务对象对项目认同度和满意度较高、项目社会影响较大等。但是项目仍存在内部完善和外部推广挑战、服务对象兴趣识别不足、项目灵活性不够、“标签化”风险等缺点。

最后,笔者针对项目中出现的困境和不足提出要吸引社工人才,完善人力资源管理制度;加强“本土语境下社会工作‘项目督导’”;开展多样服务,满足儿童多元化需求;注重服务模式梳理和推广;政社高效合作,提高项目资源利用率等相关建议。

Children in difficult circumstances have always been a special group of great concern to the State and society. As society develops, the economic conditions of children in difficult circumstances are improving, but there are still a considerable number of children in difficult circumstances who, because of the limitations of their families and the environment in which they grow up, face a series of problems in their studies and lives. It is imperative to raise the level of attention paid to children in difficult circumstances.

Based on the CIPP evaluation theory, this paper constructs a comprehensive evaluation framework and evaluation index system from the two dimensions of project execution process and project results to conduct in-depth evaluation research. This study used literature, participatory observation, questionnaires, and interviews to gather details about the implementation of summer camp activities and how these activities affected the behavior and interests of participating children. Based on the evaluation of the project based on the evaluation index system, the following evaluation conclusions are drawn: First, the advantages of the project implementation include diversified design of course activities, clear division of responsibilities of the service team, strong teamwork ability, professional team members, efficient use of resources of various parties, timely meeting the needs of service objects, etc. However, there are some shortcomings in strengthening the professional construction of supervision, some service objects are not clear about the project content, and the human resource management system needs to be improved. Second, the advantages of the project effectiveness evaluation include the basic completion of the project objectives, significant improvement in the personal cognition of the service objects, high recognition and satisfaction of the service objects on the project, and greater social impact of the project. However, the project still has shortcomings such as internal perfection and external promotion challenges, insufficient interest identification of service objects, insufficient project flexibility, and risk of "labeling".

Finally, in view of the difficulties and deficiencies in the project, the author proposes to attract social workers and improve the human resource management system; Strengthening "social work 'project supervision' in the local context"; Providing diverse services to meet the diverse needs of children; Focus on service model sorting and promotion; Efficient cooperation between the government and the community, improving the utilization rate of project resources and other related suggestions.
