自中华人民共和国成立至今,已有近5700万退役军人,占总人口的4%左右,并且还在以每年数十万的速度增长,在自主就业退役士兵不断增加的大背景下,如何更加高效、高质量地安置退役士兵,最大限度地消除我国严峻的就业形势对退役士兵的就业和创业所带来的负面效应,已经变成了一个必须正视的现实问题。为此,研究自主就业退役士兵对就业创业政策满意度及其影响因素,能够帮助学术界更深入探索退役士兵就业过渡过程和特点,对发展和完善退役士兵就业理论具有重要意义。根据研究结论提出一些切实可行的意见,可以帮助退役士兵更好地开展工作,提升他们的就业率和工作满意度,对于推动当地的经济和社会发展。 为此,本研究立足政策满意度理论和新公共服务理论,分析政策满意度和影响因素之间的相关性,使用问卷调查的方法,对D市作为自主就业退役士兵对就业创业政策满意度及其影响因素进行研究,成功收回有效的问卷数量582份。使用SPSS26.0软件对问卷数据进行分析,验证提出的假设,并据此提出相应的策略建议。 研究结果表明:目前D市自主就业退役士兵对就业创业政策满意度仍然存在提高空间。满意度受到政策依赖度、办理程序方式、就业促进政策、经办机构服务态度、教育培训政策、经办人员业务能力、政策知晓度、创业扶持政策、政策受惠度这9个变量指标的显著正向影响。 最后,笔者基于研究成果,提出了一系列探索性的策略和建议,以提高自主就业退役士兵对就业创业政策的满意度:完善就业创业政策体系、提升教育培训质量、加快就业创业政策落实、提高经办机构服务水平。 |

Since the founding of the People's Republic of China, there have been nearly 57 million retired soldiers, accounting for about 4% of the total population, and it is still growing at a rate of several hundred thousand every year. Under the background of the increasing number of retired soldiers who are self-employed, how to settle retired soldiers more efficiently and with high quality? To eliminate the negative effect of the severe employment situation on the employment and entrepreneurship of retired soldiers to the maximum extent has become a realistic problem that must be faced. Therefore, the study of self-employed ex-soldiers' satisfaction with employment and entrepreneurship policy and its influencing factors can help the academic community to further explore the transition process and characteristics of ex-soldiers' employment, and is of great significance for the development and improvement of the employment theory of ex-soldiers. According to the conclusion of the study, some practical suggestions are put forward, which can help the retired soldiers to better carry out their work, improve their employment rate and job satisfaction, and promote the local economic and social development. Therefore, based on the theory of policy satisfaction and the theory of new public service, this study analyzed the correlation between policy satisfaction and influencing factors, and conducted a questionnaire survey to study the satisfaction of self-employed ex-soldiers on employment and entrepreneurship policy and its influencing factors in D City, and successfully collected 582 valid questionnaires. SPSS26.0 software was used to analyze the questionnaire data, verify the hypothesis, and put forward the corresponding strategy suggestions. The results show that there is still room for improvement in the satisfaction of self-employed ex-soldiers in the employment and entrepreneurship policy in D City. Satisfaction degree was significantly positively affected by nine variables, namely, policy dependence, procedures, employment promotion policy, service attitude of handling agencies, education and training policy, handling personnel's business ability, policy awareness, entrepreneurship support policy and policy benefit. Finally, based on the research results, the author puts forward a series of exploratory strategies and suggestions to improve the satisfaction of self-employed ex-soldiers with employment and entrepreneurship policies: improve the employment and entrepreneurship policy system, improve the quality of education and training, accelerate the implementation of employment and entrepreneurship policies, and improve the service level of handling agencies. |
