In the Ethiopian higher education context, quality assurance (QA), is relatively a new phenomenon which needs to be institutionalized. For institutionalization of quality assurance mechanisms in the university, the Ministry of Education and Higher Education Relevance and Assurance Agency takes different actions. Institutionalization is a continuing process in which the usual actions, structures, and values become a fundamental and justifiable part of an organization (University). Although scientific literature has investigated the issue of institutionalization of quality assurance mechanisms and its effect in the area of quality education there is still lack of data on the institutionalization of the quality assurance mechanisms and its effect in the Ethiopian context. Therefore, the objective of this qualitative study is to assess the institutionalization of the quality assurance mechanism and its effect in higher educational institutions in the case of newly established universities in Ethiopia. The study used institutional theory, for higher education institutions rules, structure, and organization and enabled the interaction within and between its realities. In addition to that theory the study used the process of institutionalizing quality assurance which was developed by (Silimperi et al., 2002; Askov et al., 200). Therefore, based on the review literature, the conceptual framework was designed for analyzing the institutional context of institutionalization of quality assurance mechanisms and its effect. The developed conceptual framework was used in interview, and focus group discussion that was constructing upper, middle and lower level officials as well as senior instructors. The total number of the research participants’ were 40; 3 from upper level leaders, 15 from middle level leaders, 16 from lower level leaders, and 6 from senior instructors. Coding cycles were used to obtain data through the data analysis and to examine the interviews, focus group discussions and define categories and themes. The result that was obtained from the data analysis indicated that the internal enabling environments for quality assurance institutionalization are omitted in the situation of the case University, even if in there are proper rules, policies, and organizational structure established in the university, they are not implemented properly. And there has been a shortage of the essential element for applying institutionalization of quality assurance mechanisms. This investigation indicated that the case of University leaders and senior instructors, obtainability of legal framework, and official value on institutionalizing quality assurance role is poor. In addition to this the study indicated that the case university has lack of infrastructure and resources, the absence of a supportive professional culture for quality education. Also, the study indicated that the structural internal enabling environments for the institutionalization of quality assurance mechanisms are not properly implemented. . The study recommended that the case university leaders have to value-added quality assurance institutionalization, in newly established universities in Ethiopia the enabling environments must be conducive for institutionalization for quality assurance mechanism. Provided that supplementary aspect of institutionalization of quality assurance mechanisms arrangement to carefully capture institutionalization procedures in the direction of increasing internal quality assurance. The adaptation of institutionalization of quality assurance mechanisms in legislative documents and structural arrangements of institutionalization must be applicable. The university has to appropriately realize and measure the multi-dimensional phases of institutionalization of quality assurance mechanisms instead of focused aspects of quality, it is highly crucial to incorporate with assessment of supplementary key structures. Lastly, the university does not have adequate structures and systems in place to institutionalize quality assurance mechanisms. It is recommended that internal quality assurance structure should be by an institutional way. |
