目前，农村土地市场化程度较低、土地利用效率不高、城乡经济发展不均衡等问题都亟待解决。而进行农村土地收储，能够有效集约利用土地，提高土地利用效率，促进乡村振兴战略的实施。首先，论文分析了乡村振兴背景下农村土地收储的现实特性与开展收储工作的可行性，并从土地的需求、取向、收储方式与参与主体等角度进行剖析，对目前农村土地收储可能面临的问题进行分析。其次，论文根据探讨的问题提供相应的政策对策，结合现有法律、文献研究与试点经验，基于乡村振兴战略的发展规划与需求，从农村土地收储的流程、土地收储程序逐步分类分析，并对收储过程中参与主体的多时期行动机制进行了探讨，提供了行动建议。最后，为保障土地收储工作的进行，本文对土地收储过程中应配套的保障措施、法律与机制进行了说明，指出了结合乡村振兴战略的土地收储工作应发展的方向，给出了针对性的政策建议。

With a series of achievements of China's socialist construction coming true, the contradiction between urban and rural economic development is becoming more and more obvious. Land acquisition and storage can help land using more effective and intensive, not only improving land use efficiency but also giving more comprehensive development space for rural area, which coincides with the rural rejuvenation strategy.

The paper firstly analyzes the significance, necessity and feasibility of rural land expropriation and storage under the background of rural revitalization, which may face from the perspectives of land demand, orientation, land acquisition and storage mode and participants in land expropriation and reserve. Secondly, in the background of development strategy and demand, combining with the existing law, research and experience, the paper provides corresponding policies and measures from the process of rural land purchase. Also, the process of land purchase expropriation and reserve will be analysised step by step. In this process, purchasing and participate in the action of mechanism are discussed, offering proposals for future actions. Finally, in order to ensure the land expropriation and reserve work, paper explains the supporting safeguard measures, laws and mechanisms in the process, pointing out the development direction of the land expropriation and reserve work. This part combines with the rural vitalization strategy, and gives some targeted policy suggestions.
