“第三条道路”价值观是20世纪90年代中期西方社会民主党为了应对经济全球化等新形势的新挑战而作出的理论变革和价值观念调整，对西方的经济、政治、文化、社会和外交等领域都产生了很大影响。但目前国内外对“第三条道路”价值观的研究还很薄弱，与它的地位和影响颇不相称。本报告力图在认真吸收国内外相关研究成果的基础上，比较系统地梳理出“第三条道路”价值观的时代背景、基本框架、主要内容、地位影响和当代启示，为系统地研究“第三条道路”价值观做一些基础性、开拓性的工作。本报告的主要内容围绕四个基本问题展开：一是“为什么？”，即“第三条道路”价值观提出的时代背景和面临的主要问题是什么。二是“是什么？”，即“第三条道路”价值观的主要内容和具体体现是什么。三是“怎么样？”，即应该如何评价“第三条道路”价值观的影响和地位。四是“有什么启示？”，即“第三条道路”价值观对我党价值观建设和我国现代化建设有哪些启示。 报告第一章比较全面地分析了“第三条道路”价值观提出的时代背景，回答了“为什么”的问题。包括：基本前提—全球化对西方国家的经济社会发展提出了新挑战；执政基础—西方社会结构和阶层结构的深刻变化提出了新问题；思想基础—冷战结束对西方社会民主党提出了更新理论纲领的新要求；现实依据—西方社会民主党竞选执政的迫切需要。 报告第二到第四章，比较全面地回答了“是什么”的问题。第二章挖掘了“第三条道路”价值观的理论来源：欧洲启蒙思想是其理论源头，马克思主义是其理论来源之一，传统社会民主主义价值观和新自由主义价值观是其两个直接来源，宗教因素对其产生了复杂影响；分析了“第三条道路”价值观在新形势下对传统社会民主主义基本价值观念（自由、公正和团结）的继承和创新；揭示了“第三条道路”价值观的实质是当代资本主义意识形态的自我更新，是传统社会民主主义理论主张的现代化，是社会民主党价值观念的“当代转型”。第三四章梳理了“第三条道路”价值观在不同领域的具体体现，包括：中间偏左的政治价值观，效率优先的经济价值观，兼顾公平的社会价值观和“新干涉主义”色彩浓厚的国际价值观。报告第五章比较全面地回答了“怎么样”的问题。本章介绍了国外对“第三条道路”价值观的几种批评，提出了对它的评价标准问题，分析了它在实践中的成功之处和不足之处，剖析了它的内在缺陷及其深层原因，预测了它今后的发展前景。 报告第六章比较全面地回答了“有什么启示”的问题。本章分析了“第三条道路”价值观对中国共产党价值观建设的启示，包括：要大力加强中国特色社会主义价值观建设；要紧密结合中国实际坚持和发展马克思主义，筑牢正确价值观的理论基础；要科学认识中国特色社会主义价值观与民主社会主义价值观的本质区别；要科学认识新自由主义的基本价值观念及其影响。在此基础上，阐释了“第三条道路”价值观对中国特色社会主义现代化建设的若干启示，包括：在价值目标追求上，突出中国特色社会主义的本质，把建设富强、民主、文明、和谐的社会主义现代化国家作为我们的价值目标；在经济价值取向上，突出效率原则；在社会价值取向上，突出公平原则；在政府职能转变上，坚持行政为民、服务至上原则；在市场作用问题上，坚持市场导向原则；在处理国际事务时，坚持国际主义与国家民族利益结合原则。

The values of “The Third way”, as an important adjustment made by SDPs of western countries to respond to the challenges of economic-globalization in the mid of 90s 20 Century, have so far exerted tremendous influences on fields as economy, politics, culture and deplomacies of western countries. Unparalled to their theoretical significance, the present related studies are still not yet satisfactorily sufficient. This report sets out to, based on the literature review of relevant studies from both home and abroad, systematically display and analyse the historic background, overall framework, major content, influences as well as contemporary implications, with the purposes of discovering some fundemental research approaches that will promise a better understanding of the values of “The Third Way”.This report is centered by answerings of four basic questions: First, “What are the historic background and major problems of the values of ‘The Third Way’?”, Second, “What are the major contents and specific forms of the values of ‘The Third Way’”? Third, “How should we comment on the influences and status of the values of ‘The Third Way’?” Fourth, “what are the implications of the values of ‘The Third Way’?”, that is, what implications can we draw from the ideas of “The Third Way” to serve the construction of ours Party and the modernization of our Country?The first Chapter of this report systematically analyses the historic background of the debute of “The Third Way”, attempting to answer the first question. The major contents include, Basic assumption, the advances of globalization have posed great challenge to the social and economic development of western countries; Ruling basis, the in-depth change of social structures and class configurations have spelled a number of fresh problems that SDPs can not neglect; Idea basis, the end of the Cold War makes SDPs’ upgrade of their theoretic guidelines of great urgency and necessity; Reality Justification, harsh competitions of the election makes the idea of “The Third Way” politically meaningful. The second and third Chapters of this report try to answer the second question, specifically, in Chapter 2, the author tries to discover the theoretic resources of the value of “The Third Way”, according to this report, the values stem from the European Enlightening Thoughts, in addtion, Marxism, traditional values of Social Democracy and Neoliberalism greatly enriched values of “The third Way”. This report also notices the complex influences exerted by Religions. In Chapter 2, the author also discovers that the values of “The third Way” actualy can be viewed as the succession and innovation of traditional values of Social Democracy, (Liberty, Fair, Solidarity).“The Third Way”, in the eyes of the author is essentially the self-upgrading of contemporary Capitalist Ideology, as well as the modernization of the traditional thoughts of Social Democracy. Consequently, the values of “The Third Way” can therefore be concluded as the contemporary transformation of the Social Democratic values. In Chapter 3, and 4, this report lists up some specific exemplifications of the value of “The third Way”, including middle but a little “left-deviated” political value, economic and social values that are labelled with “Efficiency Priority” and “Balancing Equitiy”; International value of “Neo-Interventionism”. Chapter 5 of this report focuses on the evaluations of “The Third Way” values. In this chapter, the author introduces some influential critics against “The Third Way”. In this chapter, the report discusses the criterion of judging the values of “The Third Way”. By summarizing and analyzing the success and failure of “The Third Way”, this report also attempts to probe deeper into the innermechanism of “The Third Way” to discover its defects the sources of such defects. The author, at the end of Chapter 5, tries to predict the future development of the values of “The Third Way”. Chapter 6 of this report answers the question “What are the implications of the values of ‘The Third Way’?” In this Chapter the author tries to analyze the implications we can draw from the values of “The Third Way” that are valuable to the value upgrading of Chinese Communist Party. The implications the author deems noticable include, the Socialist Value System of Chinese Characteristics should constantly and actively be upgraded. We should festly uphold and actively develop Marxism through boldly integreting Marxism with China’s actual situation,consolidating and reinforcing our correct value and theory foundations. We should clearly be aware of the essential difference between our value of Socialism with Chinese Characteristics and values of Democratic Socialim, the basic values of Neoliberalism and its influences should scientifically and objectively be analysed. Based on the aforementioned knowledge and analysis, this report expounds some implications that are helpful and beneficial to the construction of the Socialism with Chinese Characteristics. Specifically, with regards to the pursuits of value goals, the essence of socialism with Chinese Characterisitics should be highlighted, our value goals be constructing a democratic, harmonious, prosperous and civilized modern socialst country. As for the economic and social values, we should emphasize and balance both efficiency and equity. As the functions of the government are concerned, we should restructure the functions of the government, making it a service agency and serve the people heart and soul. With regard to the function of the Market, we should make our economy market-oriented. When dealing with International Affairs, we should follow the principle of combining and prudently balancing upholding internationalism and pursuances of state and national interests.
