本研究以治理理论来解析NGO作为政府及企业之外的第三方，是如何参与到农民工文化生活建设的。通过对“A组织成人学习圈”个案的解析，本研究对NGO参与农民工文化生活建设的意义进行了分析，其中包括NGO如何以其独有特质自下而上满足社会多元需求、如何准确投入物质及非物质资源带动发展人文社区、怎样从文化生活激发公众参与公共事务的意识、怎样作为人民与政府间沟通的有效桥梁及为农民工积累人力资本以促进农民工城市融入。在探析政府与NGO在农民工文化生活建设上的关系时，本研究发现政府已在公共文化服务体系上进行职能转移，让NGO作为社会力量加入到公共事务提供者的行列中。但依据本实证研究，政府似乎并不如目前学者们所指出的，在公共文化服务体系中占据主导性位置。本研究根据社区治理中强调的多元主体参与得出以下结论：在农民工文化生活建设中，公共事务的治理不一定得靠政府来实现。以目前农民工文化生活缺失及农民工自组能力尚缺乏的情况下，NGO能够以“搭建平台者”介入，以激发农民工内生参与力为目标，渐而实现农民工文化生活建设的持续性发展。此外，在农民工文化生活建设中，本研究认为社区型“农民工组织”将是未来趋势。

This study based on governance theory to understand the way Non-Government Organization (as “NGO”stated below) participating in construction of migrant workers’ culture life. Through case study of “Organization A’s adult study circle”, there are description on implications of participation of NGO in migrant workers’ culture life. These implications including NGO use their special characteristic to fulfill multi demands of society, NGO integrate and make use of resources to activate a more cultural community, NGO arouse awareness of public participation by culture life, NGO can be a bridge to communicate and bring out conversations between government and public, and how to accumulate human capital for migrants workers for a better city integration. While understanding and analyzing the relationship between government and NGO on participation of migrant workers’ culture life construction, this study found that government had already transfered a part of its function in public culture service, and NGO now is welcomed as third party to participate in public affair. According to this empiric research, the role of government does not resemble to discovery of most researchers. In this case, government is not the dominant leader in public culture service. To concluded, government is not a compulsory participation in governance of public affairs, if there are other participants involved in this. Nowadays, migrant workers are in the situation of lacking culture life, and they still lack of ability in organizing their own culture activities. So, if NGO can participate in migrants workers’ culture life by playing the role of “set up platform”, and stimulate the inner-participating desire of migrant workers, construction of migrant workers’ culture life would be sustainable. In addition, this study found that “Organization of migrant workers” will be a trend in construction of migrant workers’ culture life.
