为了有效缓解能源危机和降低环境污染,中国政府牢固树立“绿水青山就是金山银山”的发展理念,高度重视绿色低碳可再生能源开发利用。新能源汽车作为清洁能源的代表,被我国政府列为战略性新兴产业予以重点支持,近年来取得长足发展。目前,我国新能源汽车产销量及保有量,均处于世界领先水平。然而,充电桩作为新能源汽车的重要配合设施,其推广普及率仍然无法全面满足新能源汽车的充电需求,成为影响新能源汽车行业发展的制约性因素。

国家有关部门对充电桩推广普及问题高度重视,自2012年以来,陆续出台系列政策举措,制定发展规划,加大财政支持,全面推进充电桩推广工作。2020年3月4日,中共中央政治局常委会会议强调,要加快新能源汽车充电桩等7大领域“新基建”,为充电桩推广按下了“加速键”。在国家层面系列政策措施的指引下,各级政府也纷纷出台落实举措,支持充电桩推广应用,北京、上海、广州、深圳等一线大城市充电桩推广已取得较大成效。与此同时,我国幅员辽阔,区域发展水平差距较大,在经济发展水平不高的中小城市,充电桩普及率还不高,制约了新能源汽车产业的区域协同发展。

本文围绕新能源汽车充电这一问题,以公共充电桩推广为切入点,聚焦政府、企业、群众、社会组织4方面主体,依据政策协同理论和协同治理理论,构建起政府内部协同、政府—企业协同、政府—社会协同、非官方主体协同4个维度的分析框架。之后,运用案例研究法和访谈法,以山东省L市为例,收集梳理L市公共充电桩推广的现状,运用理论分析框架,深入剖析L市公共充电桩推广存在的一线执行协同不足、建设融资协同不足、多元企业协同不足、数据共享协同不足、群众诉求解决协同不足、社会组织参与协同不足、群众治理主动性不强、企业公共服务意识不强、充电桩安全使用宣传不够等9方面问题,深入剖析产生相关问题的原因,并依据政策协同和协同治理理论,针对性提出对策建议,为国内中小城市推广新能源汽车充电桩推广提供参考借鉴,积极服务国家新能源汽车产业发展和国家“双碳”战略实施。

In order to effectively alleviate the energy crisis and reduce environmental pollution, the Chinese government has firmly established the development concept of “clear water and green mountains are gold and silver mountains”, and attaches great importance to the development and utilization of green, low-carbon renewable energy. As a representative of clean energy, new energy vehicles have been listed as strategic emerging industries by the Chinese government to give key support, and have made great progress in recent years. At present, the production, sales and ownership of new energy vehicles in China are at the world's leading level. However, as an important cooperation facility for new energy vehicles, the promotion and popularization rate of charging piles still cannot fully meet the charging needs of new energy vehicles, which has become a restraining factor affecting the development of the new energy vehicle industry.

Relevant state departments attach great importance to the promotion and popularization of charging piles, and since 2012, a series of policies and measures have been introduced, development plans have been formulated, financial support has been increased, and the promotion of charging piles has been comprehensively promoted. On March 4, 2020, the meeting of the Standing Committee of the Political Bureau of the CPC Central Committee stressed that it is necessary to speed up the “new infrastructure” in seven major areas, such as new energy vehicle charging piles, and pressed the “acceleration key” for the promotion of charging piles. Under the guidance of a series of policies and measures at the national level, governments at all levels have also introduced implementation measures to support the promotion and application of charging piles, and the promotion of charging piles in Beijing, Shanghai, Guangzhou, Shenzhen and other first-tier cities has achieved great results. At the same time, China's vast territory, the level of regional development gap is large, in small and medium-sized cities with low economic development level, the charging pile penetration rate is not high, restricting the regional coordinated development of the new energy automobile industry.

Focusing on the issue of new energy vehicle charging, this paper takes the promotion of public charging piles as the starting point, focuses on four subjects: government, enterprises, masses and social organizations, and builds an analytical framework with four dimensions: intra-government collaboration, government-enterprise collaboration, government-society collaboration and unofficial subject collaboration according to the policy synergy theory and collaborative governance theory. After that, using the case study method and interview method, taking L City of Shandong Province as an example, collecting and sorting out the current situation of the promotion of public charging piles in L City, using the theoretical analysis framework. In-depth analysis of 9 problems existing in the promotion of public charging piles in L City, such as lack of coordination in front-line execution, lack of coordination in construction financing, lack of coordination in multiple enterprises, lack of coordination in data sharing, lack of coordination in mass demands, lack of coordination in social organization participation, lack of initiative in mass governance, lack of awareness of public service in enterprises, and lack of publicity in the safe use of charging piles. In-depth analysis of the causes of related problems, and according to the theory of policy coordination and collaborative governance, targeted countermeasures and suggestions are proposed to provide reference for the promotion of new energy vehicle charging piles in small and medium-sized cities in China, and actively serve the development of the national new energy automobile industry and the implementation of the national “dual carbon” strategy.

 作者在大学毕业参加工作近5年后,选择报考MPA,目的是进一步提升学术研究水平和处理复杂政府管理问题的能力,以更好投身本职工作,更好为国家和社会作出贡献。通过3年多的学习,基本掌握了公共管理基础理论和方法,尤其是在论文研究中深化了对协同治理理论在“新基建”领域的思考运用。
