随着市场经济的不断发展和改革的全面推进，从计划经济时代继承下来、以提供公共产品和服务为主要任务的公用事业单位长期积存的种种弊端与矛盾日益显露出来。为了更好地推进社会主义市场经济体制改革和建立公共服务型政府,全面推行事业单位体制改革已势在必行。 十多年来，高速公路事业单位从无到有快速发展，对高速公路的建设和经营管理起了重要作用。在此期间，高速公路事业单位暴露出许多管理中的缺陷，管理粗放、职责不明、管理主体错位等问题长期困扰高速公路事业单位的管理，使之已不能适应更加复杂的国内外环境和经济快速发展、政治民主建设和融资形势严峻等问题的挑战，采取新的模式进行高速公路事业单位的科学管理已迫在眉睫。 论文首先详细叙述了与研究相关的理论知识，在此基础上对高速公路事业单位目前的运行状况进行了分析，从外部管理制度和内部运行管理制度两方面着手找出了目前高速公路事业单位管理中存在的问题，并对产生问题的根源进行了探究。 其次，论文就高速公路事业单位实施企业化管理的必要性进行了论述，指出了高速公路事业单位进行企业化管理的优点。并从人事制度、分配制度和管理方法三个方面阐述了高速公路事业单位实施企业化管理的具体方法和步骤。 最后，论文结合笔者多年高速公路事业单位的实际管理经验，以四川高速公路事业单位为例，系统地给出了高速公路事业单位进行企业化管理的具体办法，以期能够对高速公路事业单位管理体制的改革提供借鉴作用，保证高速公路事业单位科学、可持续地发展。

As the market economy is developing and social reform is flourishing, the public institution mainly focuses on providing public products and services is now showing its abuses and contradictions inherited from planned economy times. To urge the reform of a socialist market economic system and the establishment of public service government in a better way, a overall reform of the public institution system is imperative. In the past decade, the highway public institution is developing rapidly since it has established, and has played an important part in highway’s construction, management and operation. During this time, many defects such as extensive management; ambiguity of power and duties; mal-position of main management subject and etc were exposed in highway public institution’s management. Since it was long bested with those problems mentioned above, the highway public institution has failed to accommodate itself to a more complicated domestic and foreign environment and the challenges of rapidly-growing economy, democratic construction and severe financing situation, thus, the adoption of a new scientific management mode for highway public institution is extremely urgent. Theories related to my research were stated in detail at first part of my paper. Based on those theories, analyze of highway public institution’s current running state was made by studying external and internal management system. Problems existed in highway public institution’s management was found out and the origins were discussed. Then necessity of the business management enforcement in highway public institution was discussed and the advantage was pointed out. Specific approaches and methods in implementing business management to highway public institution were stated in three aspects: personnel system、distribution system and managerial approach. At last, due to author’s years of practical experience in highway public institution management, like took Sichuan highway public institution for example, the author has systematically summed up some concrete methods for how to implement business management to highway public institution and hoping that it can be used as a source of reference in the reform of highway public institution management system which ensures the highway public institution’s scientific and sustainable development.
