In In recent years, with the continuous development of society, the economic growth of various regions has gradually shifted from focusing on quantity to focusing on quality. This article first considers the three aspects of GDP, people's livelihood, and environment, and synthesizes a high-quality index of economic development, which is used to measure the economic development quality of 13 cities in the Beijing-Tianjin-Hebei region. Secondly, considering the further development of China's opening up, the role of foreign trade in urban economic quality is also very obvious. This article uses the data of 13 prefecture-level cities in Beijing-Tianjin-Hebei region from 2007 to 2016 as the research object, and uses panel data analysis to examine the impact of foreign trade on the high-quality index of urban economic development in Beijing-Tianjin-Hebei region. The results show that the opening of foreign trade can significantly promote the high-quality development of corresponding cities including GDP, people's livelihood and environment.
