在基层治理实践中,政府为促进职能转变,更多的通过项目制形式购买公共服务。基层政府作为项目制购买实施主体,社会工作机构作为项目承接的重要组成部分,两者在购买过程中产生互动,互相影响。

本文将资源依赖理论作为理论基础,研究项目制购买对社工机构发展的影响。采用观察法与访谈法对成都某县的一家社工机构进行案例分析,从L社工机构成立的原因、成立过程、机构的日常运营管理、资金来源、项目情况等展开访谈,同时了解政府资方的项目制购买情况、与社工机构关系等方面。

研究发现,项目制购买对社工机构发展存在正反两方面影响,在积极方面,可通过项目制购买对社工机构提供资金支持及机构能力提升与锻炼的机会。本文主要对消极影响进行了详细阐述,旨在发现项目制购买对社工机构发展的消极作用,找出存在问题,进行对策讨论。消极影响具体如下:

机构对项目制购买依赖性过强,极易导致双方关系的不对等;机构站在被动局面申报项目,影响服务方向选择;项目制购买资金使用办法严格,加剧机构财务压力;资金到位情况影响机构财务管理及申报积极性;合同短期性影响机构项目可持续发展;机构面临行政化风险,资料性评估性工作增加;竞争主体多元化发展,机构项目竞争压力增强。

最后笔者针对研究结果进行了讨论,认为项目制购买形式尚未完善,建议通过拓宽资金渠道,建立机构资源网络、提升机构品牌度和专业度、完善项目监管并调研机构需求等途径,以减小项目制购买带来的负面影响。

In the practice of grassroots governance, the government has been purchasing public services more often through the project-based system in order to promote the transformation of functions.The grassroots government is the main body of the project purchase system, and the social work organization is an important part of the project. The two interact and influence each other during the purchase process.

This paper uses resource dependency theory as a theoretical basis to examine the impact of project-based purchasing on the development of social work agencies.A case study of a social work agency in a county of Chengdu was conducted using observation and interview methods. Interviews were conducted on the background reasons for the establishment of the L social work agency and the process of its establishment, the daily operation and management of the agency, the source of funding, the project situation, etc. The government funder were targeted to understand the purchase situation of the project system and the relationship with the social work agency.

The study found that there are positive and negative effects of project-based purchasing on the development of social work agencies. On the positive side, project-based purchasing can provide financial support to social work agencies and provide opportunities for agencies to enhance and exercise their capacity. This paper mainly elaborates on the negative effects, aiming to find out the negative effects of project-based purchasing on the development of social work agencies, identify the problems and discuss countermeasures. The negative effects are specified as follows.

Firstly, institutions are overly dependent on project-based purchasing, which can very easily lead to an unequal relationship between the two parties.Institutions stand in a passive situation applying for projects, which affects the choice of service direction.The strict approach to the use of funds for project-based purchasing exacerbates the financial pressure on the institution. The availability of funds affects the financial management of the institution and its motivation to submit projects.The short-term nature of the contract affects the sustainability of the institution's projects.Project-based purchasing has increased the administrative work and informative assessment work of social work agencies.The diversified development of competing entities and the increased pressure of competition for agency projects.

 In response to the above problems, the findings of the study were discussed and it was found that the project-based purchase format is not yet perfect. Based on the resource dependency theory, suggestions were made to circumvent the negative effects of the project-based purchase system in order to promote the healthy development of the institution. The main areas are to broaden the source of funding, enhance the professionalism of social work agencies, create branded projects, improve project supervision and conduct research on the needs of social work agencies.

Finally, the author discusses the results of the study and concludes that the project-based purchase form has not been perfected. It is recommended that the negative effects of project-based purchase be reduced by broadening the funding channels, establishing agency resource networks, improving agency branding and professionalism, improving project supervision, and researching agency needs.
