随着我国新闻宣传事业的发展,中央媒体作为新闻媒体行业的中坚力量,其新闻记者被赋予了重要社会职能和历史使命。加快建设一支高素质的中央媒体新闻记者人才队伍显得尤为重要。但是,以什么样的标准来选拔和培养新闻记者人才是当前新闻媒体行业,特别是众多中央媒体机构所普遍关注的一个重要问题。近年来,胜任力相关理论在各类行业人力资源管理领域得到了不断的实践和探索,为中央媒体新闻记者人才选用和培养提供了新的思路。本文通过对胜任力相关理论的学习研究,主要以中央媒体新闻记者为研究对象,综合运用文献法、访谈法、专家意见法、问卷调查和统计分析等多种定性及定量的研究方法,构建了我国中央媒体新闻记者的胜任力模型。本研究中,首先综述分析了国内外胜任力的相关理论及一般构建方法,为整个研究奠定了理论基础。其次,主要根据文献资料、行为事件访谈及编码,得到中央媒体新闻记者的初始胜任力清单。随后,通过实施问卷调查获得样本数据,并利用SPSS软件对问卷调查结果进行统计分析和验证,最终构建出符合我国中央媒体新闻记者职业特点的胜任力模型。本次研究所构建得出的中央媒体新闻记者的胜任力模型主要包括了知识技能类、专业素养类、社会协作类、政治素养类和个人特质类五个维度28项胜任力,具体由新闻专业知识、人文地理知识、语言能力、写作能力、策划能力、采访技能、摄录发稿能力、新闻敏感性、发现问题能力、应变能力、创新力、常见领域知识、社会交往能力、沟通协调能力、团队合作精神、系统思考能力、逻辑分析能力、心理承受能力、政治立场、政策把握能力、政治鉴别力、大局观念、遵纪守法意识、社会责任感、职业认同感、实事求是精神、执着精神、吃苦耐劳等构成。结合当前人力资源管理理论和实践的不断发展,要适应当前我国新闻事业的发展要求,中央媒体新闻记者胜任力模型可以大量应用于我国中央媒体机构中人才招聘、选拔配置、培训开发、绩效和薪酬管理等各个方面,尤其为我国中央媒体新闻记者人才选用和培养开发进行有效探索并提供一定的参考。

National meida outlets have become a dominant force in China’s fast developing news industry, and their journalists are endowed with more important social functions and historic responsibilities. It has become ever more important to step up personnel training in national media outlets. However, it remains a question and a matter of wide concern as what standards shall be used in selecting and training the journalists for national media outlets. In recent years, theories related to competency have been well-explored by human resources departments in various sectors, which provides a new perspective for selecting and training journalists for national media outlets.This thesis builds a model of journalistic competency for those who work for national media outlets in China through studying on competency theories and reflecting on findings by both domestic and foreign researchers. It focuses on polls on media practitioners, applies both qualitative and quantitative approaches, and uses methodologies such as citing documents, interviews, seeking experts’ advice, questionnaires, and statistic analysis.Firstly, this research includes theories on competency and competency models. It explains the reasons for building the model, the definition, factors and methods used in model building. Secondly, it lists the factors for journalistic competency based on studying documents and case interviews. It then builds a fine model after distributing large numbers of questionnaires and data analysis via SPSS software.The research finds out that journalistic competency includes knowledge, professional skills, ability to carry out social collaboration, capabilities in political awareness, as well as personal characteristics. Specifically, it includes 28 factors including journalistic know-how, geological and cultural understandings, language, writing skills, interview skills, planning, cameraman skills and data transmission know-how, the news sense, innovation, ability to notice news clues, common sense, adaptability, political stance, understanding of policies, political discernment, overall concept, awareness in obeying rules, coordination, social skills, logical thinking, psychological endurance, team spirit, systematic thinking, social responsibility, truth spirit, endurance, hard-working, professional identity.To adapt to the development of China’s journalism, this research can be widely applicable in journalistic personnel selecting, training, grading and used in salary-setting decisions. Especially, it can provide the effective reference for selecting and training journalists for national media outlets.
