随着世界多极化格局的调整以及全球科技产业的变革，如今，整个世界正在经历一场深刻的社会治理变革，城市问题趋向复杂化，城市管理工作也相应地面对更加复杂的矛盾。城市管理工作与群众切身利益相关，也是政府开展公共服务的重点工作。传统的城市管理模式与理念，管理运行体制已不能适应当前城市发展的趋势。为了更好的实现城市管理，创新城市管理模式，建立相应的配套机制和软硬件措施迫在眉睫。数字化城市管理是智慧城市建设的重要组成部分，同时也标志着中国城市管理理论的升级。成都市是成渝双城经济圈的核心城市,也是四川省省会城市，自2007年数字化城管系统正式启动以来，成都市开启了全新的城市管理模式，目前已平稳运行了十几年，城市管理效果提升明显。但是，目前而言仍然存在着许多问题，限制了数字化城市管理系统的作用，阻碍了成都市城市管理工作的精细化和常态化发展。

本文以成都市数字化城市管理领域为研究对象，通过运用实地调研、文献研究等方法，根据整体性治理等公共管理理论，首先对成都市的数字化城市管理现状进行了分析，发现成都市数字化城市管理工作中存在着数据采集能力不足、案件处置能力不足、综合考评体系不完善、人才队伍业务能力欠缺等问题。经过数据的分析和整理,得出问题存在的原因主要有公众参与意识淡薄、平台建设不完善、高位协调能力不足、缺少资金保障、缺少人才培养和激励机制等。通过借鉴国内其他城市开展数字化城市管理的成功经验，提出提高数字化城管的社会认知度和参与度、提供高位协调和法律政策支撑、加大资金投入、提升数字化管理队伍的业务素质、优化考评机制等措施来改善成都市数字化城管目前面临的困境，同时也对我国其他城市数字化城市管理的运行和发展提供一定的参考。

The urban management work is related to the vital interests of the masses, and is also the key work of the government to carry out public services. The traditional urban management mode and concept, management and operation system can no longer adapt to the current trend of urban development. In order to better realize urban management, innovate urban management mode, and establish corresponding supporting mechanisms and software and hardware measures are imminent. Digital urban management is an important part of smart city construction, and also marks the upgrading of China's urban management theory. Chengdu is the core city of the Chengdu Chongqing double city economic circle and the capital city of Sichuan Province. Since the official launch of the digital urban management system in 2007, Chengdu has opened a new urban management mode, which has been running steadily for more than ten years, and the urban management effect has been significantly improved. However, there are still many problems at present, which limit the role of digital urban management system and hinder the refinement and normalization of urban management in Chengdu. 

This paper takes the field of digital city management in Chengdu as the research object. By using field research, literature research and other methods, based on the public management theory of holistic governance, it first analyzes the current situation of digital city management in Chengdu, and finds that there are insufficient data collection capacity, insufficient case handling capacity, and incomplete comprehensive evaluation system in the management of digital city in Chengdu The lack of professional ability of the talent team. Through the analysis and collation of data, it is concluded that the main reasons for the problems are the weak awareness of public participation, imperfect platform construction, insufficient high-level coordination ability, lack of financial security, lack of talent training and incentive mechanism, etc. By drawing on the successful experience of other cities in China in digital city management, this paper proposes measures to improve the current difficulties faced by Chengdu's digital city management, such as improving the social awareness and participation of digital city management, providing high-level coordination and legal policy support, increasing capital investment, improving the professional quality of digital management team, and optimizing the evaluation mechanism, At the same time, it also provides some reference for the operation and development of digital urban management in other cities in China.
