建设优化公共文化服务体系是我国文化体制改革不断深化的题中之意，是落实公民基本文化权益、解放文化生产力、实现文化大发展大繁荣、增强文化软实力的根本性举措。在“十三五”规划的指导下，珠海市金湾区公共文化服务体系的建设取得了长足发展，在机制初步形成的基础上，不断深入实施覆盖城乡的布局和以基层群众为对象的网络体系，在建成服务型政府的道路上不断前行。公共文化服务体系涉及到社会的文化发展，更涉及到基层群众的切身利益，虽然起步晚、起点低，但建成完善的公共文化服务体系仍是我国在建成小康社会前进道路上不可或缺的重要一环。尤其是基层公共文化服务体系建设，对于推动公共文化事业、和谐社会建设有着举足轻重的影响。

本文以珠海市金湾区为例，通过调查研究，从公共文化服务体系的五个方面内容分析了金湾区公共文化服务的发展现状和存在问题，并对如何更好地优化金湾区公共文化服务体系建设提出了可行性建议。文章主要有以下四个部分：第一部分绪论，研究本文的选题背景和选题意义，研究目标与内容，研究方法，研究的创新与不足之处。第二部分通过研读文献，研究国内外关于公共文化服务体系建设的相关理论与研究成果，分析国内外公共文化服务体系的基本概念、内容和特点，国内外公共文化服务政策以及我国公共文化服务存在的问题及对策建议，为金湾区公共文化服务体系建设优化提供理论基础。第三部分通过调查问卷，研究金湾区公共文化服务体系在公共文化设施、公共文化产品生产和公共文化服务供给、公共文化保障、公共文化政策四个方面的发展现状及问题。第四部分以问题为导向，根据已发现的金湾区公共文化服务体系存在的问题，结合理论研究和调查结果，提出优化金湾区公共文化体系的可行性建议和对策，具体包括转变政府服务理念，健全公共文化服务设施，提高服务质量，拓宽融资渠道，加强队伍建设，完善政策制度，建立评估体系等。

Building and optimizing the public cultural service system is the main theme of our country’s cultural system reform which was continuously deepening. It is the fundamental measure to implement the basic cultural rights of citizens, to emancipate the productivity of culture, to realize the great development and great prosperity of culture, and to enhance the soft power of culture. Under the guidance of the 13th five-year plan, the construction of the public cultural service system in zhuhai jinwan has made great progress. Based on the preliminarily formed system, the layout covering urban and rural areas and the network system targeting at the grassroots have been further implemented. We are keeping on developing a service-oriented government. The public cultural service system involves not only the cultural development of the society, but also the vital interests of the grassroots. Though we began to build the public cultural service system late and with a low starting point, it is absolutely necessary and very important part of building the moderate prosperous society in our country. Especially the basic public cultural service system which has a strong influence in building the public cultural and harmonious society. 

The paper, taking Jinwan Distrcit, Zhuhai city as an example, analyzed the situation and problems of Jinwan Distrcit’s public cultural services through five aspects of the system. The paper also offered some feasible suggestions regarding how to optimize Jinwan distrct’s public cultural service system. The paper is mainly devided into four parts. The first part is Introduction, to introduce the background and the meaning of the paper, as well as the objectives, the contents, the methods of the research and improvements. The second part, through reading and learning from articles about domestic and international public cultural service systems building, to analyse the basic concept, contents, and specialities of public cultural service system, the policies of domestic and international public cultural services system, and the existing problems in our nation’s public cultural services as well as solutions and suggestions. To provide theoratical basis for the optimization of Jinwan district’s public cultural service system. The third part, through questionnaires , to discuss the situation and problems of Jinwan distrcit’s public cultural service system, which included five aspects, the public cultural facilities, the public cultural organizations, the public cultural productions and public cultural service supplys, public cultural supports, public cultural policies and estimates. The fourth part, based on the existed problems of Jinwan distrct’s public cultural service system, according to the theoratical research and the results of investigation, I provided some feasible suggestions and solutions to optimize Jinwan district’s public cultural system, including changing the concept of government service, improving service qualities,changing the ideals of government service,  broadening the financing channels, strengthening team buildings,improving policy system and establishing systems of estimations.
