本文在针对生态市规划这一热点问题和前沿问题,在回顾和评述国内外研究现状基础上,通过对厦门市海洋环境与资源的全面调研和系统评价,为实现海湾型生态城市的建设目标,构建了厦门市的海洋资源高效利用和环境保护体系,综合运用环境科学、海洋学、生态学等多学科理论,深入系统地开展了沿海生态城市的海洋生态建设规划研究。取得如下主要研究成果:(1)以建设一个健康且充满活力的海洋生态系统为宗旨,在规划时段内分步骤地、有计划地恢复和建设受损海洋生态系统,实现海洋环境质量持续改善,海洋生态系统健康,海洋产业良性、稳定发展的目标。为达到上述目标,共选取5项指标用于规划研究、指导和实施监控。(2)从海洋生态功能区划、海洋资源持续利用、海洋环境保护以及受损海洋生态系统的恢复和建设4个方面有重点、分层次、分区段地开展厦门市海洋生态建设与环境保护规划,并结合区域联动发展和海陆统筹提出了厦门海洋生态建设与环境保护的策略和行动方案。(3)通过生态适宜性分析和海域区划,共划分10个海洋生态单元,确定各单元的规划利用功能和水环境质量目标,并提出各生态单元的调控导则;在明确厦门市海洋产业总体发展方向的基础上,制定了厦门重点的海洋产业,包括滨海旅游业、港口航运业、水产养殖业和海洋高科技产业的定位和发展方向。(4)分别从海洋污染防治、海岛开发和海洋生物多样性保护3个方面进行海洋环境保护规划;综合分析厦门市典型受损海洋生态系统的退化状况,提出西海域、马銮湾和滨海湿地生态系统恢复和建设的目标和规划方案。(5)从海湾生态恢复与环境整治、海洋环境污染控制、海洋环境保护能力建设、海洋生物多样性保护以及海洋生物多样性恢复5个方面制定海洋生态建设与环境保护的重点工程项目,并提出相应的实施策略。

Aim at the hot issue of ecocity planning, an effective marine recourses use and environmental protection system based upon retrospection and generalization of the recent literature was found for gulf type ecocity construction, through full-scale and systematically investigating and appraising the environmental and resource problems existing in the Xiamen city. Marine ecological construction planning of coastal ecocity was studied by application of environmental science, marine science and ecology. Main achievements were as follows:(1) For the sake of construction of a healthy and lifeful marine ecosystem, through designed restoration and construction the damaged marine ecosystem step by step during the planning period, 5 indicators were selected and applied to plan study, instruction and inspection.(2) From marine ecological function zoning, marine resources sustainable using, marine environmental protection and restoration of damaged marine ecosystem, the marine ecological construction planning was carried out with distinct emphases, administrative levels and sections, meanwhile, the strategy and action project of marine ecological construction and environmental protection were put forward based on the regional linkage development and integrating the ocean and land as a whole.(3) Through the analyzing of ecological applicability and marine zoning, 10 marine ecological units were plotted. In view of the different characteristics of marine ecological units, the planned using function, water environmental quality objectives and adjusting rules were determined. On the basis of definition of collective development direction for Xiamen marine industry, the orientation and development direction of the pivot marine industry of Xiamen, including coastal tourism industry, port shipping, aquiculture industry and high science and technique industry were established. (4) Planning of marine environmental protection were progressed from marine pollution prevention, island exploitation and marine biodiversity conservation. On the integrated analysis of the situation of typical damaged marine ecosystem in Xiamen, the restoration and reconstruction objectives and projects were proposed aiming at the Western sea, Maluan Bay and coastal wetland ecosystem.(5) The emphases projects for marine ecological construction and environmental protection as well as the implemented strategy were respectively established from gulf ecological restoration and environment repair, marine environmental pollution control, capacity building of marine environmental protection, marine biodiversity conservation and recovery.
