共产党章程简称党章，是以马克思主义党的学说为指导，由党的专门机关经过特定程序制定并经由党的最高代表大会批准通过的，体现全党的整体利益和意志、以党内自觉性和约束力共同保证其实施的党内最基本的行为规范。党章一般以书面形式呈现，以文字为基础的文本及其内涵是党章最重要的组成部分，也是党章建设与发展的主体。因此，研究党章或加强党章建设，必须先从党章文本开始，结合党的建设实践，深入分析其结构、内容和特征，从中发现并总结建设规律，才能更好地推动党的建设和党章的发展。 从历史进程来看，经历诞生成型期、成熟稳定期和多元发展期后，党章文本建设规律越来越清晰。一是党章文本表达技术逐渐规范，在文本结构方面形成了由标题、总纲、条文、附则组成的完整体例结构，以章条式和条款式为主的行文格式，以及围绕法规功能和政治功能形成的语言表述特征，反应了党章文本从简略型到全面型的发展过程。二是文本内容日渐科学，形成了围绕党的政治运行和政治互动过程的基本要素与关系而展开的制度与规则设计，内容涵盖党员与党的组织、党员个体与组织关系、组织与组织关系等一系列规则、原则及运行、保障规定，体现了世界各国共产党立足远大理想和现实目标，聚焦自身发展完善的历史过程。三是文本特征日益凸显，呈现出三种特征类型，即基于共产党本质属性形成的固有特点、基于党章传统规范形成的共性特点、基于不同国情党情形成的个性特点，这些特点反映出党的发展与党章的演变相互作用的内在规律，及各国共产党在发展和实践马克思主义的过程中理论路线日益多元化的趋势。基于以上规律，应从加强党章文本表达技术、构建科学合理内容、推动党章发展与党的建设更好互动出发，有针对性地加强党章建设，并确保党章真正落地实施。 科学规范的党章必然是从命名到结构、格式都合乎规范，从内容层次到逻辑篇幅都科学合理，语言表述的规范性与政治性处于平衡的党章。对标上述规律与要求，中国共产党章程可以思考在条一级加设条文标题，内容上增加“党的经费”与“附则”章节，进一步斟酌党章条文结构的逻辑性与语言表述的平衡性，并通过强化党章的施行、修改、保障与配套，确保党章内容与时俱进、党章规范真正落地，最终使党章达到形式与内容的统一、理论与实践的完美结合。

Party constitution is short for the constitution of the communist party. As the most basic code of conducts within the parties，party constitutions are guided by the theory of the Marxist，formulated by a special party organ after a specific procedure and approved by the supreme congress of the party，reflecting the overall interests and will of the whole party, and jointly ensuring their implementations by the party consciousness and binding force. The party constitutions are generally presented in writing. The texts and their connotations are the most important parts of the party constitutions and the subject of their construction and development. Therefore, to study or strengthen the party constitutions, we must study the texts of the party constitutions first, in the perspective of the party's construction practices, to analyze their structures, contents and characteristics. So that we can find and summarize the law of construction, and promote the party's construction and the development of the party constitutions further more. The party constitutions experienced periods of birth molding, mature stable and multiple development in the history and laws which revel the text developing become clearer and clearer. First,the texts of the constitutions become more and more standard. In terms of the text structures, it has formed a complete structure composed of title, general outline, articles and supplementary rules, a writing style dominated by different provision formats, and language expression features formed around the legal function and political function, which reflects the development process of the party constitution text from a brief type to a comprehensive type. Second, the text contents of the constitutions become more and more scientific. Based on the basic elements and relations in the parties’ political operations and interactive process, the contents cover a series of rules, principles, operation and safeguard regulations on the relationship between party members and party organizations, individual party members and organizations, and among different organizations. It reflects the historical process of the communist parties around the world focusing on its own development and improvement based on great ideals and realistic goals. Third, the features of the texts are increasingly prominent. There are three characteristic types in the texts, which are the inherent characteristics based on communist parties’ essence attribute, the common characteristics based on the traditional norms of the party constitutions and the individual characteristics based on the different national conditions.These characteristics revel the internal laws of the interaction between the development of the parties and the evolution of the party constitutions, and the trends of the increasing diversification of the theoretical routes of the communist parties while they develop and practice Marxism. Based on the above rules, we should strengthen the text expression technology of the party constitutions in a targeted way, promote the contents more scientific and reasonable, make a better interaction between the party constitutions’ development and the party constructions, and ensure that the party constitutions are truly implemented. A scientific and standardized party constitution must be well named, normatively structured, and logically written. As to the constitution of Communist Party of China, adding titles in every article and separate chapters including “party funds”and “supplementary provisions”in the middle and the last of the contents can be considered, and it also need to think over about the logic of the text and the accuracy and fuzziness of the expressions in the text. So that the forms and the contents of the constitution will be well unified and the theories can combine perfectly with the practices by constanly adjusting the constitution of Communist Party of China with the time.
