我国的人口老龄化程度不断加深，还伴随着“规模大”、“来势猛”、“城乡倒置”、“未富先老”等特点。积极老龄化是我国解决老龄化人口问题的有效思路，通过赋予老年人权利，支持和鼓励老年人参与社会生活，保证老年人的晚年质量。积极老龄化的内涵共有健康、参与和保障三个维度。我国的养老主要依靠家庭养老和机构养老。然而随着经济社会的进一步发展及家庭结构的小型化，老年人的养老需求已经无法被传统的养老模式所满足。因此，我国开始重视和发展“居家为基础，社区为依托”的社区居家养老服务模式，能够使老年人在长期生活的居家环境和社区里接受专业的养老服务。其中社区日间照料中心由于能够为老年人供应膳食供应、个人照顾、保健康复、休闲娱乐等多种功能的照料服务，社区日间护理中心能够为社区中的老年人提供必要的护理服务，成为了社区居家养老体系中的重要组成部分。

在此背景下，本研究在积极老龄化理论的指导下，通过对平顶山市W社区的老年人进行问卷调查和深度访谈等形式，一方面理清老年人在生活照料、医疗保健、心理照料和社会参与四个方面的社区居家养老需求。另一方面从积极老龄化的视角出发，分析社区日间照料中心在健康、参与、保障三个维度对老年人以上需求的满足情况。借此分析日间照料中心的服务现状以及影响日间照料中心积极老龄化程度的因素，并提出相关的发展建议。

研究发现，W社区日间照料中心主要满足了老年人的生活照料需求，而在心理照料、医疗保健和社会参与方面的满足程度还有待提高。该社区日间照料中心中还存在着服务人员数量少、专业人才匮乏、服务供给内容不足、服务理念偏差、运行体制行政化、缺乏管理制度和评估监督机制、宣传力度不足等问题，影响其积极老龄化程度。对此，本文提出了以下几点建议：第一，重视人力资源，提高服务质量；第二，完善养老服务供给内容；第三，转变养老观念，树立积极养老意识；第四，建立健全法规，完善相关政策；第五，加强宣传力度。希望能够通过以上措施，构建健康、保障、参与三维一体的综合性社区日间照料中心服务体系，满足老年人的各项养老需求，提升社区老年人的生活水平，使他们拥有幸福晚年。

Our country’s population aging is characterized by its large scale, strong trend, inversion of urban and rural areas and getting old before getting rich. Active aging provides an effective way to deal with the problem of aging population in China by endowing them with rights, supporting and encouraging them to participate in social life, and guaranteeing the quality of old age. The connotation of active aging has three dimensions: health, participation and security. the support of family and institution is the main support of the aged. However, the needs of the aged can not be satisfied by the traditional support because of many reasons. Therefore, China has begun to attach importance to and develop the home-based, community-based community home care service model to enable the elderly to live in a long-term home environment and community access to professional care services. The community day care center is able to provide the elderly with a variety of functional care services such as catering, personal care, health care and rehabilitation, leisure and recreation, and the community day care center can provide the necessary nursing service for the elderly in the community have become an essential part of the community home care system for the elderly.

In this context, under the guidance of the theory of active aging, this study conducted questionnaires and in-depth interviews with the elderly in the W community of PingDingShan, on the one hand, it makes clear the needs of the elderly in the four aspects of life care, medical care, psychological care and social participation. On the other hand, from the perspective of active aging, this paper analyzes the satisfaction of community day care centers to the needs of the elderly in three dimensions: health, participation and security. In this paper, the service status of day care center and the factors influencing the active aging degree of day care center were analyzed, and the related development suggestions were put forward.

The study found that most of the needs of the elderly in the community day care center of W are focused on life care services, while there is still room for improvement in the areas of health care, psychological care and social participation. There are still some problems in the development of the community day care center, such as the service staff‘s number is small and there is a lack of professional personnel，the insufficient content of service supply, the deviation of service concept, the administration of the operating mechanism, the lack of management system, the lack of publicity. To this end, this paper puts forward the following suggestions； First, pay attention to human resources, improve quality of service; Second, improve the provision of services; Third, establish a positive awareness of elderly care; Fourth, establish and improve the relevant laws and regulations; Fifth, step up publicity. Through the above measures, we hope to build a three-dimensional community day care center service system that can meet the needs of the elderly and help them live a happy old age.
