随着中国城市化进程的不断加深,城市居民对于社区所提供公共服务的质量需求也在不断增加。居民对于美好生活要求越高,对于社区公共服务就会提出更高的要求,并逐步呈现个性化、多样化特征。城市治理的中心是逐渐向社区倾斜,要把更多的服务、资源、管理下沉到社区。近年来,北京对于“一刻钟便民生活圈”的建设愈加重视,在商务部出台文件的基础上,紧接着发布建设的若干措施,旨在为广大群众的生活提供更优质更便捷的服务。社区居民是“一刻钟便民生活圈”的最大受益者,以社区居民为切入点,来发现“一刻钟便民生活圈”建设中的不足,从而提出可行的优化措施,有利于进一步提升社区公共服务水平。
本文首先梳理了国内外关于“一刻钟便民生活圈”、居民满意度的相关研究,并选取使用比较多的美国顾客满意度模型(ACSI)为理论模型,依据该模型构建“一刻钟便民生活圈”的模型,然后提出研究假设。本文运用问卷调查法等研究方法,结合其他学者的量表设计成果,对调查问卷进行设计。问卷36题,5个为基本信息题,31个借助李克特五级量表法的具体问题,在S区部分社区随机发放问卷,对问卷进行收集整理,获取数据。最后通过SPSS21.0对数据进行了描述性统计分析及信效度分析,借助AMOS24.0进行探索性因子分析、验证性因子分析和结构方程模型分析,得出影响S区“一刻钟便民生活圈”居民满意度的因素。
研究结果显示:(1)利用SPSS软件对调查结果进行数据分析后发现,居民对于各项指标的满意度偏低,且随着年龄、收入、学历的不同,居民满意度情况也会有一定的差异;(2)从结构方程模型的路径系数可以看出,生活圈资源配置、获取服务途径、服务方式、居民期望对感知质量有正向的影响,居民期望对感知可达和感知价值有正向影响,感知质量正向影响感知价值,感知可达、居民期望、感知价值、感知质量对居民满意度有着直接的正向影响,居民满意度负向影响居民抱怨、正向影响居民信任,居民抱怨负向影响居民信任。
最后,基于“一刻钟便民生活圈”居民满意度实证分析结果,针对存在的薄弱点,本文从重视基础设施建设和人才培养、加快新媒体产品开发、优化服务方式、增加交通标识加大居民出行便捷度、做好价格和质量监管等方面提出了相应的改善措施,以期为居民生活提升及“一刻钟便民生活圈”的建设提供有益借鉴。

With the deepening of China's urbanization process, urban residents' demand for the quality of public services provided by communities is also increasing. The higher the requirements of residents for a better life, the higher the requirements for community public services, and gradually show personalized and diversified characteristics. The center of urban governance is to gradually tilt to the community, to sink more services, resources, management to the community. In recent years, Beijing has paid more attention to the construction of the "quarter of an hour convenient life circle", and on the basis of the documents issued by the Ministry of Commerce, a number of measures have been released to build it, aiming to provide better and more convenient services for the life of the masses. Community residents are the biggest beneficiaries of the "quarter hour convenient people's life circle", taking community residents as the starting point, to find the shortcomings in the construction of "quarter hour convenient people's life circle", so as to propose feasible optimization measures, which is conducive to further improving the level of community public services.
Firstly, this paper reviews the domestic and foreign researches on the "quarter hour convenient people's life circle" and residents' satisfaction, and selects the widely used American Customer Satisfaction model (ACSI) as the theoretical model to build the "quarter hour convenient people's life circle" model based on this model, and then puts forward the research hypothesis. This paper uses research methods such as questionnaire survey, combined with other scholars' scale design results, to design the questionnaire. There were 36 questions in the questionnaire, 5 of which were basic information questions and 31 were specific questions with the help of five-level Likert scale. Questionnaires were randomly distributed in pilot and non-pilot communities in S area, and the questionnaires were collected and sorted to obtain data. Finally, SPSS21.0 was used to analyze the reliability and efficacy of the data, and AMOS24.0 was used to conduct exploratory factor analysis, confirmatory factor analysis and structural equation model analysis, and the influencing factors affecting the satisfaction of residents in the "quarter hour convenient living circle" in area S were obtained.
The results showed as follows: (1) After data analysis of the survey results by SPSS software, it is found that residents' satisfaction with various indicators is low, and there are certain differences in residents' satisfaction with different age, income and education background; (2) Based on the path coefficient of structural equation model, the allocation of life circle resources, access to services, service mode and residents' expectation have a positive impact on perceived quality, residents' expectation has a positive impact on perceived accessibility and perceived value, and perceived quality has a positive impact on perceived value. Perceived accessibility, residents' expectations, perceived value and perceived quality have direct positive effects on residents' satisfaction. Residents' satisfaction negatively affects residents' complaints and positively affects residents' trust, and residents' complaints negatively affect residents' trust.
Finally, based on the results of the empirical analysis of residents' satisfaction with "15 minutes for the convenience of people's living circle", this paper proposes corresponding improvement measures from the aspects of emphasizing infrastructure construction, accelerating the development of new media products, optimizing service methods, increasing residents' travel convenience, and doing a good job in price and quality supervision. It is expected to provide useful reference for the improvement of residents' life and the construction of "a quarter of an hour convenient living circle".
