党的十八大以来,以习近平为核心的党中央对公安工作高度重视,对公安队伍建设予以极大关注,针对公安机关承担的维护国家政治安全和政权安全的特殊职责,特别是确保社会大局安全稳定的艰巨任务,于2014年明确提出“政治过硬、业务过硬、责任过硬、纪律过硬、作风过硬”的“五个过硬”要求,2017年,习近平总书记又进一步提出“对党忠诚,服务人民,执法公正,纪律严明”总要求。对此,公安队伍必须树立运用更先进的管理理念,更丰富的方式、更有效的手段,促进队伍管理的精细化、个性化和科学化水平着力提升,增强警务工作综合水平和能效水平。 作为人力资源管理中的重要概念之一,组织职业生涯管理坚持“以人为本”,以实现人的全面发展为目标,理解人、尊重人、解放人、关心人、爱护人、培养人、教育人。因此,加强对公安机关人民警察的组织职业生涯管理研究,无论对公安民警本人的健康成长,还是对公安事业的长远发展,都有着十分重大的现实意义。本文采取文献研究法、问卷调查法、访谈调查法等研究方法,加强对资料和数据的收集分析,为本文提供坚实的理论基础和实践基础。期间,对国内和国外警察组织职业生涯管理现状进行梳理分析,充分考虑基层民警的职业特点,明确基层民警组织职业生涯管理的概念,确定以A公安分局为研究对象,同时对组织和个人开展调查研究。 研究发现,A公安分局对组织职业生涯管理重视程度不够,对基层民警的教育、引导和帮助力度较弱,总体上处于初级阶段。特别是在管理上,方法简单、方式单一,没有实行系统化和针对性的管理,工作过于零碎,从而导致基层民警对职业生涯管理认知不清晰、理解不到位、定位不准确。通过对研究发现的问题进行深入分析,本文就加强基层民警的组织职业生涯管理提出改进措施,重点围绕保障系统、职位系统、管理系统的建设等方面,构建基层民警组织职业生涯管理体系,切实拓宽基层民警职业发展通道,加强基层民警职业生涯规划指导,有效增强公安队伍的战斗力、凝聚力和向心力,推动民警个人和公安事业共同健康长远发展。 |

The Central Committee of the Communist Party of China has attached great importance to public security work and paid great attention to the construction of the public security team. In this regard, the public security team must use advanced management concepts, methods, and means to further improve the scientific and refined level of team management, and promote the overall improvement and strengthening of the efficiency of police work. Career management is an important concept in human resource management, strengthening the research on the organizational career management of police officers in public security organs has significant practical significance for the long-term development of public security officers. After a detailed review and analysis of the relevant concepts and theories of organizational career management, especially clarifying the connotation of career management in grassroots police organizations, combined with the professional characteristics of grassroots police officers, A Public Security Bureau is selected as the research object to conduct investigations and research from two different levels: organizational and individual. The organizational career management of grassroots police officers in A Public Security Bureau is still in its early stages. This article proposes improvement measures to strengthen the organizational career management of grassroots police officers.Strengthening professional policy research, fully utilizing information technology, and establishing vocational training and welfare policies that are in line with the characteristics and reality of grassroots police officers. By building a comprehensive system for the career management of grassroots police officers, and achieve a good situation where organizational interests and individual interests of police officers are jointly realized. |
