河北省对水资源开发程度不断加强，日益尖锐的水资源供求矛盾已经成为影响河北省经济发展和生态建设的主要因素，研究如何通过调整产业结构，以缓解水资源压力、保持经济平稳较快发展具有重要意义。论文首先根据河北省的具体情况，分析其水资源利用、变化状况以及产业结构变化情况，编制河北省宏观经济水资源、水环境投入产出表，在此基础上运用区间数多目标规划方法，以产业增加值最大、总用水量最小、COD排放量最小为目标，构建水资源约束下的河北省产业结构优化模型，从地区生产总值、总用水量、污水排放量、COD排放量等方面制定约束条件，寻求优化的产业用水结构；最后，针对优化模型的运算结果，提出行之有效的河北省产业结构调整方案。

According to the circumstances of Hebei Province, we analyze the utilization situation of water resources and changes in industrial structure, based on which we establish water resource input-output table of Hebei Province. After that, an optimization model of industrial structure under the constraint of water resources has been set up. The model use Interval Number Programming method, to seek the most optimal industrial structure; Finally, the adjustment programs of industrial structure in Hebei Province are put forward based on the results of the optimization model.
