腐败是在许多国家和不同文化中都存在的政治难题,随着改革开放带来的经济发展和思想冲击,在各国家机关中腐败现象开始抬头并扩散,腐败践踏了社会主义法治,损害了我国市场经济建设,动摇了人民民主专政的统治基础,成为侵蚀党的肌体健康,破坏国家长治久安,损害人民根本利益的首要威胁。严打腐败、勤俭廉洁是党代理人民行使国家权力过程中的重要价值取向,以此为目标,党中央和人民政府集中力量高压打击腐败,形成了强有力的惩处和震慑,大批腐败分子在持续高压反腐中应声落马,查处人数屡创新高。其中,厅局级干部处于我国公职人员职级划分的中层位置,是我国行政系统的中坚力量,在中央机关及其直属部门是宏观政策的重要筹划者和执行人,在地方党政部门是统筹领导部门或地区工作的高级决策者,既拥有较大的行政权力,工作内容也更接近人民群众。厅局级干部能否廉洁从政,关系到党和政府的权威和形象,对所辖领域的党风、政风、民风起到标杆作用。关注厅局级领导干部腐败特点,厘清其腐败行为产生的各方面影响因素,探究其影响机制,有助于发现其在行使权力过程中的腐败风险,进行精准高效的腐败控制,也为其他职级职务干部腐败治理提供借鉴思路,形成理论参考。 研究以监狱在押的100名厅局级干部腐败样本建立案例库。以查阅资料和问卷调查的形式对案例进行统计分析,从环境因素、腐败行为、心理认知三个维度分别探究了在腐败过程中的所呈现的特点,基于班杜拉三元交互决定论对三维度的生效机制进行分析,探讨了环境和认知因素对个体行为的影响方式,以及行为结果对环境和认知的反作用,构建了环境、行为、认知的三元互动模型。其中环境中的固有因素为腐败行为提供了空间机会,使个体认知态度产生偏差;个体认知异化为腐败行为提供了动机和指引,使个体对环境的感知产生误差诱发腐败机会;腐败行为的持续性恶化了社会环境中的不良因素,固化个体错误认知。当不良的环境、行为、认知成为主导,腐败易在不良因素的交互影响中走向恶化,陷入恶性循环,扭转此态势的关键在以科学和积极的制度、文化取代不良因素,形成三元良性循环。文章最后从制度建设、监督惩处、选拔考核、社会文化、干部教育等几个方面对控制和预防干部腐败提出了针对性建议。 |

Nowadays the corruption is a common disease In different countries and cultures. In China, as the rapid economic development driven by the reform and opening up which has been taken for decades and under the influence of ideologies such as money worship, the corruption has began to rise and spread in various state organs . The corruption trampled on the socialist rule of law, and, It has damaged the construction of China's market economy, shaken the ruling foundation of the people's democratic dictatorship, erode the position of the Chinese Communist leadership, destroy the national stability and prosperity, and harm the fundamental interests of Chinese people. Cracking down on corruption and being honest in politics is an important value orientation of the Communist Party of China in the process of exercising state power on behalf of the people. Thus, to that end, the Central Committee of the Communist Party of China and the people's government have concentrated their efforts to crack down on corruption, forming a strong punishment and deterrent,and a great number of governmental officials who have violated the Party discipline and state law are being lawfully punished, and its number has reached new high continuously, among them, the percentage of the officials with the rank of director general are high. It matters greatly, because either in the state government or in the local one, director general level official are the middle-level-rank and backbone force. The director generals at the central government are not only the major makers of macro policy former, but implementer as well, however, at the local government they are not only senior decision makers, but are playing even more important roles in coordinating higher leadership or lower ones at various level local governmental units, beside, they are close to the grassroots of the society. Therefore, to foster a healthy political atmosphere of integrity within the director-level officials is pivotal to the image and authorities of the Party and government,is also a benchmark for measuring the Party conduct, government conduct and civilian conduct in the areas they are responsible. From this perspective, in order to discover corruptive crisis during the director-level officials exercise their duties and to prevent the corruption from happening precisely, it is imperative to study the characteristics of corruptions conducted by officials at director general level, to figure out various impacts that triggers the corruption and eventually to build up an effective mechanism. By so doing, it will be providing a reference to the prevention of corruption conducted by governmental official at other ranks, and will be helping to build up a solid base of anti-corruptive theories. This dissertation is to try to build a workable case-study bank which is based on the samples of 100 prisoners, who used to be director-general cadre from both the central government and local units and were punished due to their corruptively misconduct at duties. To make it a reality, the case study is mainly used, as many relevant references are being consulted as possible and reasonable questionnaires were issued and collected. And base on those, this paper makes an in-depth analysis on the characteristics of corruptible process based on three elements: environmental factor, conducts of corruption and psychological cognition, and then in accordance with Bandura’s Triadic Reciprocal Determinism,it will exams the mechanism of becoming effect of the three dimensions while exploring the impact of factors of environment and cognition on individual behavior, and the counteraction of the result of the behavior toward the environment and the cognition. To this end, the model of triple interaction between the environment, behavior and cognition is established. As for these three factors, the intrinsic element in the environment factor gives way to the corruptible behavior, and makes bias in cognition of individuals. The dissimilation in individual cognition will provide the motivation and orientation for the corruption, and makes an error in individual’s perceiving of environment which will induce corruptive opportunity. The continuance of corruption will worsen the harmful element of the social surroundings, and solidify the error caused by the cognition of individuals. The fact has proven that once the harmful environment, behavior and cognation become the dominant force, move forward the corruption in the process of interaction, and get into a vicious circle, it will be very difficult to turn them around. The key to correct is to set up scientific, proactive system and culture, to form triple sound cycle eventually. At the end of this paper, it proposes a set of suggests directing control and prevent official corruption by system building, supervision and punishment, selection and examination, social and culture, and official training. |
