印度是与中国同体量的大国,在近几十年来出现了日益严重的人才外流问题。这是经济增长、人才潜力、就业需求、制度环境、政治压力、国际参与、传统文化、崇外心理、民族性格、人口结构、资源失衡、社会网络以及新冠疫情共同作用的结果。印度政府为此实施了鼓励、服务、驱动的三种人才政策,一定程度上促进了人才回流,但人才外流规模却越来越大。其中的经验与教训对中国当下的人才战略具有参考意义,启示中国要鼓励多元化职业选择、完善引进配套支持、打造人才高地形象、营造社会宽容氛围、强化民族凝聚力。 |

As a large country with the same size as China, India has experienced a growing brain drain in recent decades. This is the result of economic growth, talent potential, employment demand, institutional environment, political pressure, international engagement, traditional culture, foreign worship psychology, national character, demographic structure, resource imbalance, social networks, and COVID-19. To this end, the Indian government has implemented three talent policies of encouragement, service and drive, which has promoted the return of talents to a certain extent, but the scale of brain drain is increasing. The experience and lessons are of reference significance to China's current talent strategy, revealing that China should encourage diversified career choices, increasingly support the introduction of talents, create an image of a talent highland, create an atmosphere of social tolerance and strengthen national cohesion. |
