社区治理是社会治理的重要组成，近年来政府购买社会服务成为社区治理的有益举措。公益创投项目则是政府、社会组织的利益联动，通过资金的投入、社会组织的培育激发社区居民活力、扶持社区社会组织的特殊方式。公益创投作为舶来品于近年来被引入我国，现阶段正处于探索之中。社会工作作为一类第三方组织介入公益创投项目，社会工作督导服务也因此成为公益创投项目的一种需求。 本研究以社会工作的督导功能理论为指导，采用质性研究中的案例研究方法，以某社会工作机构督导介入某街道公益创投项目为例，对我国社区公益创投组织的社会工作督导介入进行研究，关注社会工作督导在公益创投项目中的实际作用以及其独特性。本研究发现在公益创投项目中，社会工作督导对社会工作者的主要作用为：支持性督导，主要为帮助社会工作者克服职业倦怠缓解创投项目中的职业倦怠感压力、澄清自我角色、寻求社会支持；教育性督导则更多的促进社工提升学习满足感并获得实务工作技能；而行政性督导则帮助社工合理划分专业领域，顺利推进创投项目工作。社会工作督导对公益创投项目中的领袖的作用为：支持性的督导促进组织领袖的角色转变，并进行个案管理；教育性督导则帮助领袖丰富志愿管理知识，快速掌握项目管理的流程。研究可知三种不同的督导在功能上是相辅相成的。教育性的督导力求丰富知识层次与技术管理层次，有时也间接给受督导者提供支持；支持性督导则在一定程度上为接受教育督导创造了良好的心理条件；行政性督导更多的是促进项目优化。 研究发现，街道对项目社工督导制度不够重视、创投组织难以正确理解社会工作督导的角色、社区社工督导的本土环境不健全等问题阻碍了社会工作督导介入公益创投项目，借此研究提出可以通过加强社会工作督导的普及度、加快社会工作督导本土环境建设、提升社会工作督导专业性等方面为社会工作督导介入公益创投项目创造良性环境。

As an important step of social governance, community governance has been increasingly valued. The government’s ability to purchase social services has become an important measure for community governance. The VPO project is a joint venture between the government and social organizations. Through the investment of funds and the cultivation of social organizations, the community residents are encouraged to stimulate the vitality of the community and to support community social organizations in a special way. As a foreign product, philanthropy venture capital was introduced into China in recent years and it is currently being explored. Social work as an important social force involved in the venture venture project, through professional ideas and methods to help community charity venture capital organization development, and the premise of social work supervision came into being. In this study, a case study method in qualitative research has been used. A social work agency supervised a street charitable venture project as an example, a study was conducted on the supervision of social work of community charitable venture capital organizations in China, focusing on social work supervision in public welfare innovation. The actual role of the project and its uniqueness. This study finds that the main role of supervision of social workers in philanthropic venture capital projects is that supportive supervision is mainly to help social workers overcome job burnout, relieve job burnout in the venture capital project, clarify their own roles, and seek social support; Educational supervision is more to promote social workers to enhance learning satisfaction and gain practical work skills; and administrative supervision helps social workers to rationalize professional areas and smoothly promote venture capital project work. The role of social work for organizational leaders in venture capital projects is: supportive supervision promotes the change of role of organizational leaders and case management; educational supervision helps leaders to enrich volunteer management knowledge and quickly grasp the process of project management. Research shows that three different types of supervision are functionally complementary. Educational supervision seeks to enrich knowledge levels and technical management levels, and sometimes indirectly provide support to the supervisors. Supportive supervision, to a certain extent, creates good psychological conditions for receiving education supervision; administrative supervision is more important. Project management, supervision and feedback to promote the project process. The study found that the government’s limited attention to the supervision system, the one-sided understanding of social organizations over the supervision of social work, and the imperfect construction of the social work supervision localization system have hindered the supervision of social work in the venture venture process. Through strengthening social awareness of social work supervision, speeding up the construction of social work supervision localization system, and enhancing the professionalism of social workers, etc., it will create a healthy environment for social work supervision and intervention in the venture venture project.
