随着经济社会发展和公众生活水平的不断提高，公众对于个人生命财产安全的重视程度不断提高。如何进一步维护公共安全，保障公众生命财产安全不受侵害，既是政府义不容辞的责任，又是政府需要忠实履行的义务。党的十九大报告中提出，要进一步加强社会治理水平，为公众营造更加安全的社会环境，切实保障公众的各项法定权利。 作为公众经常性聚集的公共场所，是公众生活的重要区域，因人员高度密集且容易制造社会影响进而成为暴恐势力与个人极端行为的攻击目标。近年来，国际国内发生了多起针对于公共场所的袭击事件，对公众的生命财产安全造成严重侵害，造成极为恶劣的社会影响。特别是在2013年10月28日发生在北京天安门地区的暴力恐怖袭击案，为维护公共安全敲响了警钟。为进一步维护地区公共安全，避免再次发生类似情况，随后天安门地区开始实施全面安全检查工作措施。 本文以天安门地区实施全面安全检查工作为案例，通过对安检工作利益相关方进行调研，分析在天安门地区开展安全检查的现状，梳理现阶段存在的问题，结合相关理论文献与实际情况进行研究，总结天安门地区开展安全检查工作的经验，挖掘现阶段开展安检工作的问题，并提出相关建议。 研究发现，自天安门地区实施全面安全检查以来，有力地维护了该地区的社会秩序，保障了公众的生命财产安全，增强了公众的安全感，总体而言取得了较好的效果；但开展安全检查措施也带来了一些问题，如安检等候时间过长、安检环境较为简陋等因素严重影响了公众的出行体验；如宣传引导力度不足，安检法律依据不充分等因素引发了公众对安检工作的质疑；如安检基础设施薄弱、开展安检带来次生隐患等因素给治安管理提出了新要求，现阶段需要重点应对与解决。 在论文最后，结合天安门地区开展安检工作的分析，有针对性提出进一步优化天安门地区安检工作的意见，着力于解决现阶段严重制约安检工作开展的问题；并为其他人员密集公共场所开展安全检查工作提供相关建议，进而为维护人员密集公共场所公共安全提供一定的参考与借鉴。

With economic and social development and the continuous improvement of the people’s living level, the public's demand for protection of personal life and property safety has been continuously improved. It is the responsibility and obligation of the government to further safeguard public safety and protect the lives and property of the people. The report of the 19th National Congress of the Communist Party of China’s proposed that we will further strengthen social governance, improve public security system, and effectively protect the people’s personal rights, property rights, and right to dignity. As an important public place, the public place is an important area of public life. Because of the high density of people and easy to make social influence, it becomes the target of the attack of violent and personal extreme behavior. In recent years, there have been many attacks on public places in the world and in the world, and it is safe to the public's life and property. This is a serious violation, resulting in extremely bad social impact. In particular, the violent terrorist attacks in the Tiananmen area of Beijing in October 28, 2013 have rounded the alarm for the maintenance of public security. In order to further safeguard regional public security and avoid a similar situation, the Tiananmen area began to implement comprehensive security inspection measures. Through the analysis of the relevant stakeholders of the security inspection work in the Tiananmen area, this paper analyzes the status of security inspection in the Tiananmen area, combing the existing problems in the present stage, and combining the relevant theoretical literature and the actual situation. This paper summarizes the experience of developing safety inspection in Tiananmen area, and explores the problems of carrying out security inspection at this stage. Since the implementation of the comprehensive security inspection in the Tiananmen area, the social order of the Tiananmen area has been effectively safeguarded, the safety of the public's life and property is guaranteed, the public security has been enhanced and the effect has been achieved, but the corresponding problems have also been brought to the safety inspection measures. Such factors as long waiting time and simple security environment have seriously affected the experience of public travel, such as lack of publicity and guidance, the lack of legal basis for security inspection and other factors caused the public to question the security inspection. For example, the weak infrastructure of security inspection and the hidden dangers of security inspection bring new requirements for public security management. At the present stage, we need to focus on coping with and solving them. At the end of the article, according to the analysis of the security inspection in the Tiananmen area, some suggestions are put forward to further optimize the security inspection work in the Tiananmen region, and to solve the serious problems that restrict the work of security inspection at the present stage. It also provides some suggestions for other people to carry out security inspection in dense public places, and then provide some reference and reference for the maintenance of public safety in public places.
