“政策措施对环境安全的影响”是2017年版课程标准中的新内容，环境政策影响的教学资源开发还处于空白状态，本文解读人教版选择性必修三《资源、环境与国家安全》相关内容并收集环境政策对环境安全影响的相关资料，整合资料开发进口固体废物政策的教学资源。主要结果包括：（1）人教版选择性必修三教材包含8类环境政策措施，但这些措施中缺少企业作为规制对象及市场激励型环境政策措施的实例。（2）围绕洋垃圾禁令开发11条教学资源，并提出采用问题链进行教学的资源使用建议。本研究可为课堂教学提供参考。

"The impact of policies and measures on environmental security" is a new content in the 2017 edition of curriculum standards, and the development of teaching resources affected by environmental policies is still in a blank state. This paper interprets the "Resources, Environment and National Security", collects data on the impact of environmental policies on environmental security, and integrates materials to develop teaching resources for imported solid waste policies. The main results include: (1) There are eight types of environmental policy measures in the textbooks, but there is a lack of examples of enterprises as regulatory objects and market-incentive environmental policy measures. (2) Develop 11 teaching resources around the ban on foreign garbage, and put forward suggestions on the use of teaching resources by using problem chain. This study can provide reference for teaching.
