绿色发展已经成为当今世界最受关注的话题。但是绿色发展从提出至今时间并不长，可以说还没有形成统一的理论。很多学者从不同角度对绿色发展进行了界定、分析和测度，并提出了相应的政策建议。但是绿色发展到底是什么？什么是绿色发展的抓手和驱动力？作者在综述和研读大量参考文献的基础上认为，目前绿色发展的动力机制和发展路径问题依然没有被破解。作者抓住这些亟待解决的问题，从工业化和城镇化的角度阐述绿色发展。绿色发展是包含经济、资源环境和社会的综合动态过程。衡量一个地方的绿色发展情况，诚然要对这些方面进行分析和测度，这是绿色发展的结果性呈现，但不能为我们描述实现绿色发展的路径和揭示绿色发展的动力。几百年人类现代文明史让我们看到，任何一个国家的发展都无法跨越工业化和城镇化这两大历程。工业化和城镇化在人类发展史上起着至关重要和无法被取代的作用。一个国家或地区的工业化和城镇化的发展模式和水平直接影响着这个国家或地区的整体发展水平。在世界工业化和城镇化过程中，有很多成功的经验，但也有大量惨痛的教训。尤其是对于发展中国家而言，由于在其工业化和城镇化路径选择时往往是沿用传统发达国家当年的那种粗放型、高消耗、高污染的发展模式，致使目前这些发展中国家普遍面临着传统工业化和传统城镇化的种种问题和弊端。这些国家面临经济发展的严峻任务和由于工业化、城镇化带来的资源耗竭、环境污染的双重压力。探索“发展”与“绿色”的契合点成为亟需解决的问题。既然工业化和城镇化是每个发展中国家不可逾越的发展阶段，而他们又对整个经济社会有着巨大的影响，那么实现工业化和城镇化的绿色转型其实就是实现从传统发展到绿色发展的最佳路径。通过大力发展绿色工业化和绿色城镇化，最终推动绿色发展的实现。从解决当下现实问题出发，作者明确提出绿色发展的两大动力：绿色工业化和绿色城镇化。为了区别，作者将已有的工业化和城镇化概念界定为传统工业化和传统城镇化。在此基础上，进一步分析传统工业化和传统城镇化向绿色工业化和绿色城镇化转型的措施，并分析绿色工业化和绿色城镇化的发展效率以及对经济社会资源环境的贡献。最后，作者提出自己的政策建议，以期能对国家发展和相关理论研究做出一点自己的贡献。

Green development has become the most popular topic in the world today. After reviewing and reading plenty of literatures， the author thinks that the problems of dynamic mechanism and development path of green development still remain unbroken. The author elaborates the green development from the perspective of industrialization and urbanization by seizing these problems.Green development is a comprehensive dynamic process. The estimation of the status of green development in a region needs analysis and measurement in terms of its economics， resource environment and social aspects， which are the outcome presentations of green development. However， it cannot describe the path for green development or reveal the driving force for green development. Modern civilization of human society shows us that the development of any nation cannot stride over the process of industrialization and urbanization， which plays a critical role that can't be substituted in the history of human development. A nation's development pattern and level of industrialization and urbanization influences its comprehensive development level directly. During the process of industrialization and urbanization across the planet， there are many successful experiences while there are also many painful costs. Especially for those developing countries， since their path selection of industrialization and urbanization always follows the extensive， high consumption and high contamination development mode of traditional developed countries， these countries， while faced with severe tasks of economic development， are confronted with huge pressure of resource depletion and environmental contamination brought about by industrialization and urbanization. Exploration of junctions between "development" and "green" has become the critical problem to be solved. The author thinks that since industrialization and urbanization are the insuperable development stages for each country and they have great influence on the economy of the whole society， the realization of green transition of industrialization and urbanization is the best path for the realization from traditional development to green development. Starting from solving the current problems， the author expressly puts forward two driving forces for green development: green industrialization and green urbanization. On the basis of that， while analyzing measures of transition from traditional industrialization and urbanization to green industrialization and urbanization， the author analyzes the efficiency of green industrialization and urbanization and the contribution it makes to economy， society， resources and environment. Finally， the author puts forward policy suggestions to make its due contribution to the development of the country and research of related theories.
