国务院于 2014 年发布《关于加快发展现代职业教育的决定》,要求创新发展高等职业教育,着力培养服务社会经济发展的技术人才。据此,高职院校管理工作中如何更好地回应市场发展需求、如何完善与健全内部治理结构,成为本研究探索美国社区学院的立足点。在美国,社区学院承担高等职业教育的功能,每年招收约 39%进入高等教育阶段的学生,成为维护美国社会稳定的治理体系组成部分。基于此,反观其内部治理的经验,既能回应我国当前高等教育改革和发展的总体目标,丰富学界对于大学治理议题之中高等职业教育内部治理的研究内容,而且对于我国的高等职业院校克服当下管理改革瓶颈、建立起可持续发展的治理机制具有一定的意义。基于贝塔朗菲一般系统论所提出的整体性原则、相互联系性原则、有序性原则、环境适应性原则以及动态性原则,本研究建构出美国社区学院内部治理体系的整体研究视角,即功能、环境、要素、结构、运行五个方面,并最终得出五个核心结论。第一,美国社区学院内部治理的职能目标,自 19 世纪末经历了渐进式的发展,并在当前趋于综合,包含转学教育、职业教育、继续教育、补偿教育和社区教育。第二,其外部影响因素有三类,文化层面的民族精神、教育管理思想和社区服务理念,政府层面的联邦政府、州政府与地方政府,社会层面的发展协会、认证机构与基金会组织等。第三,其组成元素一般由校长、行政人员、教师、教职员工与学生所搭建而成的网络关系,即商业财务部门等六类职能部门。第四,其组织结构分为“简单型组织”的创造模式、“机械型组织”的指导模式、“分部型组织”的委托模式、“灵活型组织”的协调模式以及“使命型组织”的合作模式,并呈现单向度性、不均衡性与相近性的模式转化现象。第五,其体系运行围绕决策过程这一核心,分为计划、制定、实施、回应与交流五个环节,并表现出特定的交流特征。在辩证性地看待美国社区学院内部治理经验的同时,审视我国高等职业教育在管理方面的不足,并据此提出:拓展高等职业教育的办学职能,推进其与当地其他类型学校之间相互交流与合作;加强高等职业教育的外部环境建设,革新管理理念、转变政府职能并发挥社会第三方组织的积极作用;构建高等职业教育的多元主体共治,实现行政职能部门的权责义务对等与相互之间的协调合作;推动高等职业教育内部治理结构扁平化发展,促成决策的规划者、制定者与实施者之间交流与共享;促进高等职业教育内部治理的有效运行,保障信息传递准确与人员交流畅通。

In 2014, the State Council of China issued the Decision on Accelerating the Development of Modern Vocational Education, which calls for innovating and developing higher vocational education, focusing on training technical personnel to serve social and economic development. Therefore, the study tries to explore American community colleges under the base on how to better respond to the needs of market development and how to improve and perfect the internal governance structure in the management of higher vocational colleges. In the United States, community colleges serve as higher vocational education, enrolling about 39% of students entering higher education each year and becoming an integral part of the governance system to maintain the social stability of the United States. Therefore, its internal management experiences is important for China, which not only respond to the goal of the current higher education reform and development in our country, but also increase the academic research in the issue of higher vocational education, and help to overcome the bottleneck of current management reform in higher vocational colleges of China, establish the sustainable development of governance mechanism. This study is based on the five principle of Bertalanffy’s the general system theory, which are the principle of integrity, interconnectedness, orderliness, open and dynamic. Based on it, the research constructs the overall research perspective of American community college internal governance system, which are the function, the environment, the elements, the structure, the process, respectively, and finally five core conclusions. First, the functional goals of the internal governance of American community colleges have experienced gradual development, since the end of the 19th century, and now tend to be comprehensive, including transfer education, vocational education, continuing education, development education and community education. Secondly, the external influencing factors are mainly divided into three categories: the cultural level, the government level and the social level. The form is the national spirit, the educational management thought and the community service concept; the middle is the federal government, the state government and the local governments; the latter are the development associations, certification organizations and foundations. Third, its components are generally composed of a network of principals, administrators, teachers, staff and students, namely six functional departments such as commercial and financial departments. Fourthly, its organizational structure can be divided into the creation of the simple type organization mode, the guidance of the mechanical type organization mode, entrusted by the type division of the organization mode, the flexible organization of coordination model and type "mission organization" mode of cooperation,and presents the pattern transformation phenomenon of unidirectional, unbalanced and close. Fifth, the operation of the system revolves around the core of decision-making process, which is divided into five links: planning, formulation, implementation, response and communication, and shows specific communication characteristics. Based on the analysis of the internal governance experience of American community colleges and the deficiencies of China's higher vocational education in management, this paper puts forward the following suggestions: expand the running function of higher vocational education and promote the mutual exchange and cooperation between it and other local schools; Strengthen the construction of the external environment of higher vocational education, innovate the management idea, transform the government function and give play to the positive role of the third party organizations in society; To construct the multi-subject co-governance of higher vocational education and realize the equivalence of powers and responsibilities and the coordination and cooperation among administrative functional departments; Promote the flat development of the internal governance structure of higher vocational education, and facilitate the communication and sharing among the planners, makers and implementers of decision-making; Promote the effective operation of the internal governance of higher vocational education to ensure the accurate transmission of information and the smooth communication of personnel. |
