青少年是国家的未来和希望，而青少年犯罪问题已经成为我国乃至全球性的社会问题，这是我们不容忽视且值得重点关注的。在实践过程中，社区矫正孕育而生，被各国广泛运用到对犯罪青少年的管制与教育之中，并在发展中也逐渐显现出它对于青少年犯罪问题所发挥的独特优势和价值。并且将社会工作专业的价值理念与专业方法运用于司法矫正领域，尤其是针对于犯罪青少年的社区矫正，已经产生了良好的影响与效果。目前来看，西方国家的青少年社区矫正已各自形成一套独特且完备的服务模式，相关制度完善且运作机制上协调有序，并且在不断地探索青少年社区矫正模式的创新。而在我国，社会工作介入青少年社区矫正虽然有了一定的发展和成果，但还未形成一个完整的制度体系以及适用的服务模式，仍需不断地探究和完善。

北京市作为我国社区矫正首批试点地区之一，在组织机构与工作平台、工作队伍与人员职责、管理流程与工作模式等方面已经形成一套较为成熟的“北京模式”。但是，从社会工作介入青少年社区矫正这一具体角度来看，北京市仍存在着许多问题。基于此，本研究运用访谈法、参与观察法和个案研究法收集资料，对北京市四位青少年社区矫正对象个案进行介绍与分析，并运用社会工作专业理论与方法针对青少年案主进行社区矫正服务方案设计。同时，本研究通过分析北京市青少年案主目前所接受到的社区矫正工作，发现北京市社会工作介入青少年社区矫正受较大限制，存在着社区矫正社会工作者专业人才匮乏、青少年社区矫正项目单一、矫正效果不佳、司法矫正人员负担较重、工作流于形式、社区居民参与度低、社区优势难以发挥等现实问题。虽然，我国的社区矫正已经取得了巨大进展，但是目前还没有建立一套适用于犯罪青少年的社区矫正服务模式。所以，本研究基于上述个案分析与问题研究，探究出青少年社区矫正机构“1+N”模式、青少年社区矫正工作人员“1+N”模式、社会工作介入青少年社区矫正“3+5”服务模式。希望这些思考与设想能够促进我国青少年社区矫正与社会工作的本土化发展，为构建中国特色的社区矫正制度和体系贡献一份绵薄之力。

Youth is the future and hope of a country, and juvenile delinquency has become a social problem in our country and even in the world. In the process of practice, community correction is born and widely used in the control and education of juvenile delinquents in various countries, and gradually shows its unique advantages and value in the development of juvenile delinquency. Moreover, the application of social work professional values and professional methods in the field of judicial correction, especially the community correction for juvenile delinquents, has produced a good impact and effect. At present, the youth community correction in western countries has formed a set of unique and complete service model, the relevant systems are perfect and the operation mechanism is coordinated and orderly, and the innovation of the youth community correction model is constantly explored. In China, although social work has been involved in community correction for adolescents, a complete system and applicable service model have not yet been formed, which still needs to be explored and improved continuously.

As one of the first pilot areas of community correction in China, Beijing has formed a relatively mature "Beijing model" in terms of organization and working platform, work team and personnel responsibilities, management process and working mode. However, there are still many problems in Beijing from the specific point of view of social work involvement in juvenile community correction. Based on this, this study used interview method, participant observation method and case study method to collect data, to introduce and analyze the cases of four juvenile community correction objects in Beijing, and to design the community correction service program for juvenile cases with the professional theory and method of social work. At the same time, this study analyzes the Beijing youth director is acceptable to the community correction work, found that social work intervention in Beijing youth community correction from larger restriction, there is a lack of professionals of community correction social workers and youth community correction programs of the single, rectify the effect not beautiful, relatively heavy burden on judicial rectification personnel, work become a mere formality, community residents' participation is low, such as community advantage is difficult to play a practical problem. Although community correction has made great progress in our country, there is not yet a set of community correction service model suitable for juvenile delinquents. Therefore, based on the above case analysis and problem research, this study explored the "1+N" model of juvenile community correction institutions, "1+N" model of juvenile community correction staff, and "3+5" service model of social work intervention in juvenile community correction. It is hoped that these thoughts and ideas can promote the localization development of juvenile community correction and social work in China and contribute to the construction of community correction system with Chinese characteristics.
