党和国家把全面推进依法治国提到前所未有的高度并作出重要部署，强调要增强全民法治观念，推进法治社会建设。教育部指出要实施教育系统法治观念提升工程，着重增强法治观念。大学生是推动全面依法治国的主力军，大学生的法治素养如何、法治观念正确与否都关系着法治强国能否实现。新时代大学生法治观教育是全面推进依法治国的必然要求、是社会主义核心价值观的现实支撑、是高校法治文化育人的时代回应。马克思主义经典作家法治思想、马克思主义法治思想中国化的探索成果和习近平法治思想对法治的创新诠释有机构成了新时代大学生法治观教育的理论基础。

基于问卷调查和访谈的结果显示，新时代大学生法治观呈现了三个方面的总体特征：法治至上的价值取向与个人实用主义并存；积极认同的法治态度与一定程度上消极回避的法治情感并存；理想情景的法治期待与法治体验感不足并存。新时代大学生法治观教育在取得一定实效的同时也存在一些问题，具体表现在：法治观教育目标的价值导向仍有所欠缺；法治观课程建设仍显薄弱；教育方法的吸引力仍然不足。存在这些问题的原因主要集中在社会环境的负面影响、学校教育中的一些短板、家庭法治观教育缺位和大学生自我教育能力不足等方面。

新时代大学生法治观教育要以提升法治理论知识、强化尊法守法用法护法能力，以激发主体意识、提升法治实践体验，以认同法治、形成法治价值观为目标。新时代大学生法治观教育要坚持政治性与科学性相统一、价值性与知识性相统一、内外因协同共促相统一的原则。

法治观教育的内容是解决“法治观教育到底教什么”的问题，新时代大学生法治观教育以基本法治知识的传授为支撑内容，以习近平法治思想为主体内容，以法治意识培育和法治价值观念塑造为延展内容。

新时代大学生法治观教育的方法有说理教育法、情境体验法、案例教育法和混合式教学法等，要突出理论性与实践性相结合，强调显性教育与隐性教育相结合，实现主导性与多样性相结合，着力构建把法治观教育纳入高等教育教学全过程、把社会主义核心价值观融入法治观教育、多元联动共同推进的大学生法治观教育新格局的体系路径。

The Party and State have raised the comprehensive promotion of the rule of law to an unprecedented height and made significant deployments, emphasizing the need to strengthen the view of the rule of law of the whole people and promote the construction of a society of the rule of law. The Ministry of Education points out that it is necessary to implement the project to improve and strengthen the view of the rule of law in the education system. College students are the main force to promote the comprehensive rule of law. The realization of a strong country of rule of law is closely related to college students’ legal literacy and awareness of the rule of law. The education of the view of the rule of law refers to the guidance and education of people’s attitude, awareness and values of the rule of law on the basis of imparting knowledge about the rule of law. The education of college students’ view of the rule of law in the new era is the inevitable requirement of comprehensively promoting the rule of law, the realistic support of socialist core values，and the response for the times to the education of the rule of law in universities. Marxist classical writers’ ideology of rule of law, the Exploration Results of Sinicization of Marxist ideology of rule of law and Xi Jinping's Thought of the Rule of law organically constitute the theoretical basis of the education of college students’ view of the rule of law in the new era.

The results of questionnaires and interviews show that the college students’ view of the rule of law of in the new era presents three overall characteristics: the coexistence of the value orientation of “the supremacy of the rule of law” and  personal pragmatism; the coexistence of positive attitude towards the rule of law and negative emotional avoidance of the rule of law To some extent; the coexistence of the expectation of the rule of law in the ideal situation and the lack of practical experience of the rule of law. The education of the view of the rule of law of college students in the new era has made certain achievements, but there are also some problems, which are embodied in: the value orientation of the educational goal of the view of the rule of law is still lacking; the curriculum construction of the view of the rule of law is still weak; the educational methods are still not attractive enough. The reasons for the problems mainly focus on the negative impact of the social environment, some shortcomings in school education, the absence of view of the rule of law education in the family and the lack of college students' self-education ability.

In the new era, the education of College Students' view of the rule of law should aim at improving the theoretical knowledge of the rule of law, strengthening the ability to respect, abide by, use and protect the law, stimulating the subjective consciousness, enhancing the practical experience of the rule of law, and recognizing the rule of law and forming the values of the rule of law. In the new era, we should adhere to the principles of the unity of political and scientific nature, the unity of value and knowledge, and the coordination of internal and external causes.

The content of the education of the view of the rule of law is to solve the problem of “what does the education of the view of the rule of law teach”. The education of college students’ view of the rule of law in the new era should take the teaching of basic knowledge of the rule of law as the supporting content, take Xi Jinping's Thoughts on the rule of law as the main content, and take the cultivation of the awareness of the rule of law and the shaping of the value concept of the rule of law as the extension content.

The methods of the education of college students’ view of the rule of law in the new era include reasoning education method, situational experience method, case education method and mixed teaching method and so on. We should highlight the combination of theory and practice, emphasize the combination of explicit education and implicit education, and achieve the combination of dominance and diversity. We should focus on building a system path for the new pattern of the education of the view of the rule of law by integrating the education of the view of the rule of law into the whole process of higher education and teaching, integrating the socialist core values into the education on the college students’ view of the rule of law, and promoting the multi linkage.
