近年来,以“政策友好、服务友好、空间友好、参与友好”为目标的儿童友好社区建 设,在中国许多城市社区得到广泛开展。促进社区的儿童参与友好,如今成为了自上而下 的政策倡导,这份倡导带来了参与机制、服务人员、公共空间等资源,而如何促进参与机 制“成活” ,实现有效参与,则需要更多社区层面的本事。 本研究将聚焦儿童友好社区建设中儿童参与的落实,以 2020 年深圳市级儿童友好社 区 L 社区为例,采用质性研究方法,以深度访谈为主要数据收集方式,展开案例研究。通 过对社区社工、儿童和家长的访谈,结合社区儿童友好社区建设工作的材料分析,探讨深 圳市 L 社区在儿童友好社区建设实践中是如何推动儿童社区参与的,从中总结实践经验, 归纳出儿童友好社区建设中儿童参与的实现路径,以期为其他社区开展儿童友好型社区及 儿童参与工作提供参考。 研究发现,L 社区的儿童友好社区建设工作中,针对儿童社区参与的外部阻力和儿童 自身的参与意愿和能力水平,社区工作者整合社区和儿童友好相关政策资源,调试出适合 本社区的儿童友好建设方案,使儿童行动、儿童想法能真实参与到社区生活和社区公共事 务中,展现出兼具参与能力培养和帮助社区建设的双重价值。 基于对 L 社区促进儿童参与的经验,总结出“从参与社区生活开始,以儿童事务参与 入门,到公共事务参与的实现” ,这样一条循序渐进的推动路径。以儿童有时间能分配到 社区生活、被允许参与社区活动为起步目标,通过社区服务的组合发展儿童的社区参与习 惯、社区社会关系网络、社区归属感与公共服务精神。进而,L 社区利用儿童议事会和儿 童社区调研两个参与机制的配合,从参与儿童友好社区空间建设等儿童事务进入“调研— —协商——决策”的参与深度。在参与儿童事务的成果积淀上,逐步进入垃圾分类等社区 治理热点事务的参与。其中,合适的社区参与方式,在参与的过程中得到恰当有效的成人 支持、得到充分的社区认可、有同伴群体的相互带动,都是儿童实现有效社区参与并养成 社区参与习惯的重要条件。 |

In recent years, the construction of child-friendly communities with the goals of "policy-friendly, service-friendly, space-friendly, and participation-friendly" has been widely carried out in many urban communities in China. The promotion of child-friendly community participation is now a top-down policy advocacy, which brings resources such as participation mechanisms, service providers, and public spaces, but more community-level skills are needed to facilitate the "activation" of participation mechanisms and effective participation. This study will focus on the implementation of children's participation in the construction of child-friendly communities, taking the L community, a child-friendly community in Shenzhen in 2020, as an example, and using a qualitative research method with in-depth interviews as the main data collection method. Through interviews with community social workers, children and parents, combined with material analysis of the community's child-friendly community construction work, we explored how Shenzhen's L community promoted children's community participation in the practice of child-friendly community construction, summarized practical experience from it, and inducted the paths of children's participation in child-friendly community construction to provide reference for other communities to carry out child-friendly community and children's participation work. The study found that in the child-friendly community construction work in L community, in response to the external resistance to children's community participation and children's own willingness and ability level to participate, community workers integrated community and child-friendly related policy resources to debug a child-friendly construction program suitable for the community, so that children's actions and children's ideas can truly participate in community life and community public affairs, showing both the ability to participate in the cultivation and The program has demonstrated the dual value of both participatory capacity building and community building. Based on the experience of promoting children's participation in the L community, we have concluded a step-by-step promotion path that begins with participation in community life, starts with children's participation in community affairs, and ends with participation in public affairs. The goal is to develop children's habits of community participation, community social networks, sense of belonging and public service through a combination of community services, starting with children having time to allocate to community life and being allowed to participate in community activities. In addition, the L community uses the cooperation of two participation mechanisms, the Children's Council and the Children's Community Study, to move from participation in children's affairs, such as the construction of child-friendly community spaces, to the depth of "research - consultation - decision making. The depth of participation is "research-consultation-decision-making". On the accumulation of the results of participation in children's affairs, it gradually moves into participation in hot issues of community governance such as garbage classification. Among them, appropriate community participation methods, appropriate and effective adult support in the process of participation, adequate community recognition, and mutual motivation of peer groups are all important conditions for children to achieve effective community participation and develop the habit of community participation. |
