随着社会经济的发展，我国人群中心理疾病的发病率逐年上升，对专业心理疾患防治人才的需求逐年增加，但目前心理疾患防治人员的素质参差不齐，存在基础知识薄弱、实践经验不足等问题。因此，建构专业的心理疾患防治人员测评体系，为心理疾患防治队伍的培训和继续教育提供科学、客观的评价支持就显得十分必要。由于专业心理疾患防治人员工作的限制和技术提升的需求，基于IT技术的远程自主的学习与培训模式逐渐受到此类人群的欢迎。传统的测评方式已无法满足现在的需求，开发基于现代测评技术的计算机在线测评系统已势在必行。计算机自适应测验是在现代心理测量技术项目反应理论的基础上，结合相关计算机技术实现的新型测验。在测试过程中，计算机根据一定的算法从题库中选择与用户能力水平相符合的测试项目供用户作答，并根据用户的答题情况提供个性化的适应性测试，这个过程能真实反映用户的实际能力水平，大大提高了测验的效率和精度，从根本上解决了传统测验中存在的问题。因此，本研究在相关理论技术的基础上，根据专业心理疾患防治人员的知识技能胜任素质模型，设计并开发了一个考察和测评心理疾患防治人员能力素质、客观衡量个体知识技能水平的科学工具和测评系统——专业心理疾患防治人员知识技能计算机自适应测评系统。本文对系统的理论技术、需求分析、设计及实现过程进行了详细的介绍和分析。研究在自主研发的专业心理疾患防治人员知识技能测评题库的基础上，根据试题的属性和测验目标，经过对比实验分析，选用了合适的选题策略、能力估计方法和终止规则，并运用系统工程的思想，建构了一个开放式的测试平台。系统基于.NET平台，采用SQL Server数据库、C#编程语言、结合ASP动态网页编程技术实现，具有题库管理、用户管理、测试管理等功能，能够对心理疾患防治人员掌握的有关心理咨询、心理治疗方面的基本知识和基本技能进行评估，实现基于个体能力水平的个性化测评，为学员的继续教育和培训提供评价数据支持。本研究的成果已在与中央电大共同开发的“国家开放大学心理咨询与治疗远程教育平台”上进行了初步测试和试用，系统运行良好，验证了本文方法的可行性。未来可利用实际测试的数据对题库和算法进行改进和完善，使系统的应用范围更广阔。本系统的建立为心理疾患防治人员的素质提升和发展提供便捷、高效的测试平台，对CAT的研究及应用具有一定的实际意义，为促进我国快速、高质量的培养心理疾患防治人才做出贡献。

With the development of socio-economy, the incidence of mental illness in our country crowd increased year by year. The needs for professional psychological disease prevention and control personnel increase at the same time, but the uneven quality of the mental illness prevention and control personnel, the presence of weak basic knowledge, limited practical experience all become the problems. Therefore, it is very necessary to construct the professional psychological disease control personnel evaluation system providing training and continuing education for mental illness prevention and treatment team and giving scientific and objective evaluation support. Due to the restrictions of the professional psychological disease control personnel and technology to enhance the demand for IT-based remote autonomous learning and training mode gradually welcomed by the people. The traditional evaluation methods have been unable to meet the demand, the development of the modern assessment technology-based computer on-line evaluation system is imperative.Computer Adaptive Testing is a new type of testing that is built upon the modern psychological measurement techniques - Item Response Theory, and combining with computer technology. During the test, the computer according to certain algorithms selects test items that consistent with the level of user capabilities for the user to answer and provides personalized according to the user's answer adaptive testing, the process can truly reflect the user the actual capacity of level, greatly improve the efficiency and accuracy of the test, which gives a fundamental solution to the existing problems in the traditional test. Therefore, this study on the basis of relevant theory and technology, according to the knowledge and skills of professional psychological disorders prevention personnel competency model, designed and developed an inspection and evaluation of mental illness prevention and control staff’s ability and quality, then objectively measured their self-knowledge and skill level of scientific tools and assessment system - professional psychological disease control personnel knowledge and skills of computer adaptive assessment system.In this study, we made a detail description and analysis aboutthe theory and technology, requirements analysis, design and implementation process. We based on our independent research and item pool, according to the property of the project and test target, after comparing the experimental analysis, we chose the appropriate Selection Strategies for capacity estimation method and termination rules. The system engineered the idea to construct an open test platform. System based on NET platform, SQL Server database, the C # programming language, combined with the ASP dynamic web programming technology implementation, examination management, user management, test management and other functions, which was able to evaluate psychological disorders prevention personnel’s skill to master the relevant psychological consulting, psychological treatment aspects basic knowledge and basic skills, provide a personalized evaluation based on the individual level of competence, the assessment of data support of continuing education and training for students.The result of this study has been developed jointly with the Central Radio and TV National Open University on the project“CRTVU Counseling and Psychotherapy distance education platform”.With the initial test and trial, the system was running well, which could verify the feasibility of the method. Future actual test data on the questions and algorithms aims to improve the system of a wider range of applications.This system can provide data support for the building, training and training effect assessment of psychological healthcare professional, and contribute to the improvement of psychological healthcare professionals’ quality, advancement of people’s psychological health and social harmony.The Research and Application of the CAT has a certain practical significance to promote the fast, high-quality training of psychological healthcare professional.
