在增强知识对决策的影响这一问题中,如何有效地将知识应用于决策中,缩小教育研究与教育决策之间的鸿沟是众多研究者共同关注的学术难题。近年来,随着政府决策科学化、民主化的需要,专家学者越来越多地参与到教育决策中。诸多专家学者中,代表学术最高荣誉获得者的院士,不仅有其知识专长,也会对社会事业,特别是教育事业,建言献策。但是,在教育决策中,院士有无参与?发挥的作用如何?参与的效果与期望是否一致?这些都是研究者忽视的问题。知识动员对教育决策的影响日渐受到学者关注。将知识动员有效地运用于教育领域,能够增强研究成果的应用性,建立研究成果与实践之间的联结,促进教育研究有效地向教育政策转化。从而推动教育知识生产者与决策者之间更广泛、全面的合作。本研究基于知识动员的视角,结合知识动员的基本内涵及能力与战略内容的阐释,以院士这一特殊的知识群体为分析对象,通过文献调研及访谈,对教育决策过程中院士知识动员的角色、影响进行了系统整理,说明院士对我国教育决策的民主化、科学化起到的影响作用。同时发现我国教育决策过程中阻碍院士知识动员影响力的因素和不足。例如,我国政治体制的限制、院士在知识传播、沟通过程中的缺陷、及院士自身知识的局限性等。这些问题导致院士知识动员过程中积极性欠缺、不善于利用媒介、知识动员多个体行为,集体智慧发挥不足等。使得院士政策建议转化为决策的效率并不理想。如何使院士的意见、建议、学术论著和研究成果被政府决策者充分吸收和采纳?如何鼓励院士为教育政策提供更多的真知灼见?如何在院士与决策者之间架起更畅顺的知识动员的通道?针对以上问题,本研究从决策者、院士与知识中介不同角度出发。强调决策者树立科学执政的“理性”精神;院士在知识生产过程中以决策导向型为主,发挥集体智慧;注意利用媒介传播知识;通过加强互动消减院士与决策层之间的沟通障碍;最后,利用知识中介机构,加强院士与政府决策之间的联结。

The academic problems that have been focused on by many researchers are how to apply knowledge effectively to the decision-making and how to narrow the gap between educational research and educational decision-making. In recent years, with the increasing needs of scientization and democratizing of government decision-making, more and more experts and scholars participate in the educational decision-making process. Among them, as the winner of the highest academic honors, academicians who not only possess expertise, but also can provide advices for social programs, especially for education. During the making of education policies, whether academicians involve or not, to what degree they participate, and whether the results of their participations are in accordance with that they expected are the problems often ignored by policy researchers.The influence the Knowledge Mobilization has on education decision is becoming increasingly concerned by scholars. Using Knowledge Mobilization effectively in the field of education is fruitful, by doing so, we can improve the application of research results and make a link between research and practice, also can bring an effective conversion from educational research to the education policy, further promoting a more extensive and comprehensive cooperation between knowledge producers and decision-makers.By the means of literature research and interview, this study which, taking academicians as analysis object, systematically organizes the role and way of academician knowledge mobilization in the education policy-making process, shows that academicians plays a promoting role in the scientization and democratization of Chinese education policies. At the same time, the influencing factors and deficiencies of academician knowledge mobilization are found, such as, the restriction of the political system, barriers during academicians’ knowledge exchanging, and the limits of academicians’ knowledge, etc. These problems lead to the lacking of passion in academicians’ knowledge mobilization process, failing to make good use of media source and the insufficient playing of their collective wisdom. These disadvantages eventually result in the insufficient efficiency of policy recommendations converting into decision-making. How to make academicians’ suggestions, advice, academic works and research achievements be fully absorbed and adopted by government policy makers? How to encourage academicians to provide more profound advice for educational policy? How to build a bridge between academicians and policy makers? In terms of the above problems, this research analyzes them from various angles. Firstly, attaching great importance to policymakers’ "rational" spirit; secondly, academicians need to pay more attention on decision-oriented knowledge production process, make good use of team work; use media to spread knowledge and diminish communication barriers between academicians and decision-makers. At last, use knowledge medium to strengthen the connection between academicians and government.
