Over the past few decades more than 80% of urban population in Kenya has been undergoing severe housing affordability problems. Affordability crisis are manifested in wanting situations like poor human settlement conditions, homelessness, mortgage delinquencies, foreclosures, defaults as well as increased housing prices relative to the households’ incomes. This research study investigates the effectiveness of the policy actions and measures taken by the government of Kenya to address the housing affordability challenges especially in the mortgage market. Previous studies on housing affordability in Kenya have only focused on the measures and policy action that should be taken to address the issue of housing affordability but they fail to emphasize on the effectiveness of the taken policies. The result have failed to have enough knowledge on how effective the already taken measures have been and whether the housing affordability situation is improving on the ground. Therefore this research objectives were; To determine the policy actions taken by government to address the problems of housing affordability by households in the mortgage market in Kenya, To determine the effectiveness of the policy actions undertaken by the government to solve the housing affordability problems, To find out whether the policy actions taken by the government to address the housing crisis in Kenya have been successful, To find out the failures of the measures and efforts inserted by the government of Kenya to tackle the housing affordability challenges within the mortgage market in Kenya and finally make recommendations on the necessary effective policies that the government needs to take so as to effectively address the housing affordability challenges in Kenya. This research study adopted the qualitative research design to address the effectiveness of the policy actions undertaken by the government of Kenya to solve the housing affordability problems. The research study area was Nairobi city which is the capital city of Kenya. The area was chosen due to having the highest number of urban population in Kenya and where majority of the urban dwellers are living within informal settlement. The research thesis is structured into five chapters where chapter one covers introduction, problem statement, study objectives and questions. Chapter two covers the literature review of urban housing crisis, conceptual framework and the theoretical framework of housing affordability, chapter three covers research design and methodology while chapter four covers data presentation and analysis, conclusions and recommendations are covered in chapter five and finally is the list of references.
