       随着全国人口老龄化的加剧,北京市也已迈入老龄社会阶段,随之而来的是日益凸显的“老有所养”问题。为积极应对人口老龄化,北京市于2016年开始试点建设社区养老服务驿站,截止到2022年底已建成1424家,预计到2035年将建成至少1600家驿站。养老驿站是我国首创,还未形成完整的政府监管体系,监管“缺位”与“越位”问题并存,从一定程度上限制了养老驿站的发展。养老驿站采用公建民营的模式,政府监管的有效性很大程度上决定了养老驿站的发展前景。

       鉴于我国对养老驿站政府监管研究较少的实际,结合本人工作辖区养老驿站的运营状况,本文以北京市M街道养老驿站政府监管问题为研究对象,运用案例分析法和访谈法,对M街道养老驿站政府监管的现状进行调查,发现M街道养老驿站政府监管在法规制度方面存在养老驿站监管领域内缺乏权威性的法规制度,法规制度可操作性不强等问题;外部监督方面存在社会监督参与度低,缺乏稳定且持续的第三方监督等问题;监管部门方面存在部门职能交叉、缺乏统筹配合,多头监管、未形成监管合力,基层监管部门人员力量不足,监管人员的能力与专业性不足等问题;绩效评价方面存在缺少针对政府监管养老驿站的绩效评价体系,监管绩效评价主体单一,监管绩效评价意识淡薄等问题;监管方式方面存在监管方式低效、不够精准,具有较强的随意性,监管信息不对称等问题。并从这五个方面存在的问题分析了产生问题的原因,主要有相关立法滞后,政策文件更新、修正滞后,政策细化落实不到位;老年人传统理念还未完全转变,外部监督机制不完善,外部监督渠道不通畅;机构设置不合理,缺乏独立统一的养老驿站监管部门,对基层政府监管人员缺乏系统的培训,监管成本投入不足;未形成成熟、完整的驿站监管绩效评价体系;监管平台标准分散等原因。

       结合以上分析,围绕北京市养老驿站综合监管体系建设,提出从健全养老驿站政府监管的顶层设计,充分发挥养老驿站政府监管部门的主体作用,加强对养老驿站政府监管部门的监督,以科技驱动养老驿站政府监管方式优化四个方面来完善北京市养老驿站的政府监管。

       As the population ages nationwide, Beijing has also entered an aging society, and with it comes the increasingly prominent problem of "aging in place". In order to actively respond to the aging population, Beijing started to build community pension service station on a pilot basis in 2016, with 1,424 stations completed by the end of 2022 and at least 1,600 stations expected to be built by 2035. Community pension service station is the first of its kind in China, and a complete government supervision system has not yet been formed, and the problem of "absence" and "overstepping" of supervision coexists, which restricts the development of the community pension service station to a certain extent. The development prospect of community pension service station is largely determined by the effectiveness of government supervision as the stations are run by the public and private sectors.
        In view of the fact that there is little research on the governmental supervision of senior care stations in China, this paper investigates the current situation of the governmental supervision of senior care stations in M Sub-district office in Beijing by using the case study method and interview method, and finds that the governmental supervision of community pension service station in M Sub-district office lacks authoritative regulations and systems in the field of the supervision of senior care stations. In terms of external supervision, there are problems such as low participation in social supervision and lack of stable and continuous third-party supervision; in terms of supervisory departments, there are problems such as cross-functional departments, lack of coordination and cooperation, multiple supervisory departments, lack of supervisory cooperation, insufficient staff strength in grass-roots supervisory departments, and insufficient competence and professionalism of supervisory personnel; in terms of performance evaluation, there are problems such as lack of performance evaluation for government supervised senior care stations. In terms of performance evaluation, there is a lack of performance evaluation system for the government to supervise old-age stations, a single subject of supervisory performance evaluation, and a weak awareness of supervisory performance evaluation, etc.; in terms of supervisory mode, there are problems such as inefficient and not precise enough supervisory mode, strong arbitrariness, and asymmetric supervisory information. And the reasons for the problems are analyzed from the problems in these five aspects, mainly the lagging of relevant legislation, the lagging of updating and amending policy documents, and the lack of implementation of policy refinement; the traditional concept of the elderly has not been completely transformed, the external supervision mechanism is not perfect, and the external supervision channels are not smooth; the unreasonable institutional setting, the lack of independent and unified supervision department for the elderly stations, the lack of systematic training for the supervisors of the grassroots government, the insufficient investment in supervision cost; no mature and complete performance evaluation system for supervision of community pension service station; scattered standards of supervision platform, etc.
        Combining the above analysis, around the construction of comprehensive supervision system of community pension service station in Beijing, four aspects are proposed to improve the government supervision of community pension service station in Beijing, namely, improving the top-level design of government supervision of community pension service station, giving full play to the main role of government supervision departments of community pension service station, strengthening the supervision of government supervision departments of community pension service station, and driving the optimization of government supervision methods of community pension service station with technology.
