义务教育是我国全面提高国民素质的基石，是实现我国国民全面发展的重要手段。义务教育正式实现以来，极大的提升了我国的教育质量，使得人人有学可上。但是由于地区经济发展不同，城乡差异等因素的影响，造成了义务教育发展非均衡问题，农村义务教育发展缓慢。义务教育均衡发展对于义务教育而言是实现义务教育目标的基本途径，不同的教育发展方法也会产生不同的教育结果，但是在实现均衡发展目标时候更应该注重非均衡的问题分析，提出应对的对策。在不同的社会发展背景下，受到社会各方面的影响，均衡发展的方法也是不一样的。从《义务教育法》实施以来，我国义务教育工作不断得到落实，实现了少年教育的全方位覆盖，使得每个人都有学上，为进一步全面提高国民素质打下了坚实的根基。随之而来的问题是如何平衡教育和缩短城乡之间的教育差距。不同省份，城乡和学校之间的教育发展存在巨大差距。因此，怎样处理好城乡义务教育发展非均衡问题，值得人们思索与探讨。本文根据国内外研究理论，运用教育公平理论以及公共资源均衡配置理论等教育理论结合徐州的实际情况，提出的促进徐州义务教育均衡发展的策略，即首先要发展经济，以经济带动义务教育的均衡化；其次是提高义务教育财政投资建设的义务教师教育管理新体制，加快标准化学校和信息化建设；最后是设置相应的义务教育评定标准以及相应的监督措施，保障义务教育均衡化的实施。在促进徐州市义务教育均衡发展的同时，有利于丰富义务教育均衡发展相关理论，促进义务教育理论的发展。
