摘　要改革开放后，我国的经济快速发展，城镇化加速进程，城市管理建设也取得了很大成就。面对如今城镇化和现代化发展迅速的大中城市，以往传统的城市管理模式已经不适应了。城市一方面要大力发展，另一方面有受到传统模式的制约，导致管理效率低下。政府和相关学者已经认为必须研究和开发一种新型的城市管理模式来适应城市发展需求，提高城市管理效率。北京市东城区在时任书记陈平的带领下，2004年10月首先实施了新型管理模式—万米单元网格城市管理新模式，并取得了巨大成功，表现出了显著的经济效益和社会效益。东城区的经验中将现代科技信息技术融入到了城市网格化管理当中去，实现了精细化管理，提高了信息的实时传递性，实现了全流程闭环管理，全面提高了城市管理水平。同时，新模式很快就受到了国家相关部门及领导的高度重视，并决定在全国范围内展开推广。2005年7月，国家住房和城乡建设部肯定了东城区的做法，并分三批在国内经济较发达的51个城市（区）做试点逐步向全国推广，目前实施的城市已扩展到128个。本文在阅读大量文献和调查研究的基础上，对海淀区中关村街道办事处的网格化社会管理的实施情况进行探析，并采用问卷调查法对辖区内10个社区的网格化管理情况进行验证，运用专家访谈法等研究方法深度分析和总结了中关村街道辖区网格化社会管理的情况，从网格基本构成、网格化管理的业务流程、社区网格化工作的推进几个方面介绍了海淀区中关村街道网格化管理体系，实践证明，在开展网格化社会管理近一年时间以来，社区环境更加和谐、稳定、有序，这种管理模式的优势已经显现:精细化、责任化、综合化和信息化水平得到明显提升、管理更加灵敏、高效、提高了工作人员的工作水平、社区居民自治得到不断加强等。不过在运行近一年的网格化社会管理模式作用下，也暴露出来一些需要改进和完善的问题，例如:基层网格任务太重、社区居民自治化程度需提高、条块职能要进一步整合、不断加强公共服务水平等。通过对中关村街道网格化管理模式在运行的过程中存在的问题、以及出现问题的原因进行了分析，针对分析提出了相关对策和建议:社会管理参与机制要完善、进一步信息传输数字化，实现扁平化管理，考核激励机制也需要完善和加强等。希望通过本文的研究，对城市基层政府推行和网格化社会管理的提高能够提供某些启示。

The author analysis the problems and puts forward some countermeasures and suggestions: Improve the social participation mechanisms, further transmission of digital information, to achieve flat management, improve the assessment and incentive mechanism. This study hopes to provide some enlightenment on urban local governments to implement and improve grid management.
