在基层治理的宏观背景下,社区社会组织作为重要参与者和推动力量,其作用日益凸显。得益于政府的有力推动,社区社会组织数量有了显著增长,但在组织类型结构、管理能力及发展持续性等方面仍存在不足,制约了其功能的发挥。因此,如何在现有基础上,进一步提升社区社会组织的运营规范性、综合能力,以更好地回应社区需求、解决社区问题,已成为当前组织培育的核心议题。社会工作作为一门助人的专业,长期以来在社区领域积累了深厚的理论成果和丰富的实务经验,在孵化社区社会组织方面发挥着不可替代的重要作用。基于此,本研究着眼于社区社会组织“从量到质”的飞跃,提出“社会工作如何发挥专业优势,介入并优化社区社会组织培育?”这一研究问题。翻阅已有文献发现,当前学术界的焦点主要集中于社会工作如何“从 0 到 1”建立社区社会组织,对于如何在
已有基础上激发社区社会组织活力,突破组织发展瓶颈和搭建长效机制方面尚存在不足。因此,本研究旨在弥补这一不足,期望为社区社会组织的持续健康发展提供新的理论参考和实践指导。
本研究采用案例研究方法,聚焦于 H 地区的社区社会组织,通过综合运用半结构化访谈、参与式观察等方法,获取可靠的一手资料。在赋权理论的框架下,对研究资料展开深入和系统的分析,探讨社会工作介入社区社会组织培育的路径,旨在为当前社会工作介入社区社会组织培育提供新的思路与参考。通过参与和梳理 H 地区社区社会组织培育过程,研究发现社会工作通过政府购买服务的方式进入社区,并创新性地通过搭建和运营社区社会组织孵化培育平台,以平台运维者的身份间接介入培育过程。在介入过程中,社会工作在个体层面赋能社区居民及组织成员,强化其自我发展与组织运作能力;在组织层面,提供专业督导并构建激励机制,推动社区社会组织规范化运作与持续进步;在社区层面,积极建设资源库,促进组织间合作与交流,进而构建健康有序的社区社会组织生态系统。这一“平台+赋权”的培育路径,有效改变了社区社会组织的“弱权”状态,突破了其发展瓶颈,实现了社区社会组织的良性发展。

在深入探索与实证分析的基础上,本研究亦对自身的局限性与不足进行了反思。从研究视角来看,受限于较短的研究周期以及显著的地域差异,本研究的结论有待在更广泛的时间和空间范围内进一步验证。在实务方面,培育过程中面临着社会工作行业发展滞后、社区社会组织活动形式单一和激励手段不合理等挑战,这些均对社会工作介入的效果产生了不利影响。针对这些问题,本研究从政府、 社工和社区社会组织三个层面提出了相应的解决对策,旨在进一步提升社会工作 介入社区社会组织培育的效果。通过这一研究,期望能够为后续的培育工作提供 宝贵的经验和启示,使社区社会组织摆脱“弱权”困境,充分发挥其独特优势, 参与到社区治理之中。

In the macro context of grassroots governance, community social organizations, as important participants and driving forces, have increasingly prominent roles. Thanks to the strong promotion of the government, the number of community social organizations has grown significantly, but there are still deficiencies in organizational type structure, management capabilities, and development sustainability, which constrain their functional performance. Therefore, how to further enhance the operational standardization and comprehensive capabilities of community social organizations on the current basis to better respond to community needs and solve community issues has become a core issue in organizational cultivation. As a professional dedicated to helping others, social work has accumulated profound theoretical achievements and rich practical experiences in the community field, playing an irreplaceable role in incubating community social organizations. Based on this, this study focuses on the leap from "quantity to quality" for community social organizations and proposes the research question: "How can social work leverage its professional advantages to intervene in and optimize the cultivation of community social organizations?" After reviewing existing literature, it is found that the current academic focus is mainly on how social work establishes community social organizations "from 0 to 1," while there is still a lack of research on how to stimulate the vitality of community social organizations, break through organizational development bottlenecks, and build long-term mechanisms on the existing basis. Therefore, this study aims to address this gap and provide new theoretical references and practical guidance for the sustainable and healthy development of community social organizations.

Adopting a case study method, this research focuses on community social 
organizations in H region, using semi-structured interviews, participatory observation, and other methods to obtain reliable first-hand data. Under the framework of empowerment theory, the research data is analyzed in-depth and systematically to 
explore the path of social work intervention in the cultivation of community social organizations, aiming to provide new ideas and references for current social work involvement in community social organization cultivation. Through participation and review of the cultivation process of community social organizations in H region, the study found that social work enters the community through government purchasing of services and innovatively intervenes indirectly in the cultivation process by establishing and operating a community social organization incubation and cultivation platform as a platform operator. In the intervention process, social work empowers community residents and organization members at the individual level, strengthening their self-development and organizational operation capabilities; at the organizational level, it provides professional supervision and constructs an incentive mechanism to promote standardized operation and continuous progress of community social organizations; at the community level, it actively builds resource libraries, promotes cooperation and exchanges between organizations, and thereby constructs a healthy and orderly ecosystem of community social organizations. This "platform + empowerment" cultivation path effectively changes the "weak power" status of community social organizations, breaks through their development bottlenecks, and achieves sound development of community social organizations.

Based on in-depth exploration and empirical analysis, this study also reflects on its own limitations and deficiencies. From the perspective of research, limited by the short research cycle and significant geographical differences, the conclusions of this study need to be further validated in a wider time and spatial range. In practical terms, challenges such as the lagging development of the social work industry, the monotonous form of community social organization activities, and unreasonable incentive measures have adversely affected the effect of social work intervention. In response to these issues, this study proposes corresponding solutions from the government, social workers, and community social organization levels, aiming to further enhance the effectiveness of social work intervention in the cultivation of community social organizations. Through this research, it is hoped that valuable experience and inspiration can be provided for subsequent cultivation work, enabling community social organizations to overcome the "weak power" dilemma, fully leverage their unique advantages, and participate in community governance.
